Each year, all full-time, matriculated undergraduate, graduate and law students are required to demonstrate proof of qualifying health insurance coverage or enroll into the Student Health Insurance Plan. Students within traditionally online degree programs are not eligible to enroll in or waive the Student Health Insurance Plan. The Student Health Insurance Office is available to help answer any insurance related questions. For additional information, please email the Student Health Insurance Office or call 315.443.9019. Administrative Fee

Rates include a $45 administrative fee. The administrative fee covers expenses incurred to ensure compliance with the health insurance requirement, to manage the enrollment process and to provide dedicated, on-campus support to students enrolled in the Student Health Insurance Plan.

Billing

Undergraduate, graduate and law student premiums are billed to students’ Bursar accounts.

Health insurance coverage and plans may change year-to-year. To be eligible to waive out of the Student Health Insurance Plan, your health insurance must meet the following criteria. For questions or more information, please email the Student Health Insurance Office or call 315.443.9019

  • Provided by a U.S.-based insurer. (Insurance carriers or their subsidiaries outside the 50 U.S. states or coverage by foreign National Health Services programs are not acceptable under this criterion. Some of these plans may advertise that they are Affordable Care Act (ACA) compliant and provide a U.S. address; however, many are not filed and approved in the U.S.; a requirement to be accepted as alternate qualifying coverage.)
  • Covers emergency and non-emergency services in the Syracuse area.
  • Compliant with all aspects of the Affordable Care Act (ACA).

Qualifying Coverage Standards

Qualifying coverage includes, but is not limited to:

  • Carrier is licensed to do business in the U.S., has a U.S. phone number and a U.S. claims payment office.
  • Does not have waiting periods prior to providing coverage for pre-existing conditions.
  • Does not have exclusions for mental health disorders, pre-existing conditions, pregnancy and pregnancy-related treatment, and drug and alcohol-related conditions.
  • Coverage is duration of the academic year or until the academic program ends.
  • Unlimited yearly and unlimited maximum benefit.
  • Must have applicable medical evacuation, repatriation and accidental death and dismemberment (AD&D) coverage.

  • The anticipated/approved premium will remain on students’ Bursar accounts until an approved waiver is received prior to the enroll/waive deadline.
  • Undergraduate and Law Students: June 2025 Bursar bills will reflect the premium charge unless an approved waiver is received by Friday, May 30, 2025.

Please note, dates are subject to change. Eligible students must enroll or waive the 2025-26 Student Health Insurance Plan by Monday, Sept. 15, 2025. Failure to take action or receive an approved waiver by Monday, Sept. 15, 2025, will result in automatic enrollment into the Student Health Insurance Plan and the anticipated premium fee of $2,664 (pending New York State approval) to remain on the student’s Bursar account.

Additionally, this will result in a delay of active insurance coverage and access to insurance cards.

Please note, hard copy insurance cards will no longer be mailed. Access to print your 2025-26 card(s) may not be available until 10 days after enrollment and on/after Friday, Aug. 1, 2025.

Printing Your Insurance Card

  • Visit the Aetna website.
  • Select “Get your ID card.”
  • Under “Student ID,” enter the first nine digits of your Syracuse University I.D.
  • Under “Date of Birth,” enter your birthday.
  • When complete, select “Submit.”

  4. Please complete the enrollment form. This will request student enrollment into the Student Health Insurance Plan.
  5. Once successfully submitted, students will receive a confirmation email (i.e. @syr.edu).
  6. It will take up to 10 business days for Aetna to process the enrollment request.

  5. Once successfully submitted, students will receive a confirmation email (i.e. @syr.edu).
  6. The waiver process may take up to 7-10 business days. Following, students will receive an email (i.e. @syr.edu) confirming the waiver has been approved or that the waiver has been denied.

Annually, students may share their MySlice access with parents and guardians to complete the Student Health Insurance Plan enroll/waive form on their behalf. Explore instructions on the Sharing MySlice Access webpage.

Additionally, parents and guardians may complete the Student Health Insurance Plan enroll/waive form with their student and take the opportunity to engage in discussion about health insurance coverage and wellness.

Eligible, full-time, matriculated graduate and law students can enroll into the optional Vision and/or Dental Plans, administered by First Reliance Standard. Students within traditionally online degree programs are not eligible to enroll.

  1. Students are asked to navigate to MySlice and use their Syracuse University email and password to log in. (Students will be prompted to complete Microsoft’s Multi-Factor Authentication in advance of accessing MySlice.)
  2. Once in MySlice, select “Student Resources” and then select “Student Insurance.”
  3. On the Student Insurance Overview page, near “Vision/Dental Insurance – (Optional),” select “Enroll.”
  4. Please complete the enrollment form. This will request a student be enrolled into optional Vision and/or Dental Plans. Students must demonstrate proof of qualifying health insurance coverage within this form.
  5. Once successfully submitted, students will receive a confirmation email (i.e. @syr.edu).
  6. Following enrollment, students will receive emails (i.e. @syr.edu) with instructions for completing payment and accessing insurance cards.

Eligible students who enroll into the Student Health Insurance Plan and/or the optional Graduate Student Dental and Vision Plans may also enroll their legal dependent(s).

  1. Students are asked to navigate to MySlice and use their Syracuse University email and password to log in. (Students will be prompted to complete Microsoft’s Multi-Factor Authentication in advance of accessing MySlice.)
  2. Once in MySlice, select “Student Resources” and then select “Student Insurance.”
  3. On the Student Insurance Overview page, students must first enroll into the Student Health Insurance Plan and/or the optional Graduate Student Dental and Vision Plan.
  4. Then under “Insurance for Dependents,” navigate to “Dependent Insurance – (Optional)” and select “Eligible.”
  5. Please complete the enrollment form. This will request enrollment for students’ legal dependent(s) into the optional Dependent Insurance coverage at additional premiums.
  6. Once successfully submitted, students will receive a confirmation email (i.e. @syr.edu).
  7. Following enrollment, students will receive emails (i.e. @syr.edu) with instructions for completing payment and accessing insurance cards.

Students enrolled in the Student Health Insurance Plan, insured and administered by Aetna Student Health, may request a termination of coverage with proof of alternate active and qualifying health insurance.

  1. Students are asked to navigate to MySlice and use their Syracuse University email and password to log in. (Students will be prompted to complete Microsoft’s Multi-Factor Authentication in advance of accessing MySlice.)
  2. Once in MySlice, select “Student Resources” and then select “Student Insurance.”
  3. On the Student Insurance Overview page, near “Health Insurance – Enroll/Waive (Required),” select “View.”
  4. Select “Request to Terminate Student Health Coverage” to complete the Request Refund and Terminate Insurance Coverage Form.
  5. Once successfully submitted, students will receive a confirmation email (i.e. @syr.edu).
  6. The request to terminate student health coverage may take up to 10 business days to process. Refunds are granted to those who submit documentation of qualifying coverage and are provided on a prorated, prospective basis. Approved amounts are calculated starting the final day of the month requested and posted to the Bursar account within a few business days.

Students can Petition to Enroll (PTE) if a change in coverage or qualifying life event (QLE) occurs. For no lapse in coverage to occur, PTE and documentation (proof) must be submitted within 30 days from QLE date. Examples of a QLE include the following.

  • Change in marital status.
  • Loss of employment.
  • Loss of insurance coverage.
  • Turning age 26.

  1. Students are asked to navigate to MySlice and use their Syracuse University email and password to log in. (Students will be prompted to complete Microsoft’s Multi-Factor Authentication in advance of accessing MySlice.)
  2. Once in MySlice, select “Student Resources” and then select “Student Insurance.”
  3. On the Student Insurance Overview page, near “Health Insurance – Enroll/Waive (Required),” select “View.”
  4. Then select “Petition to Enroll – ANNUAL” to complete the Student Health Insurance Plan enrollment form and to provide official documentation of the QLE.
  5. Once successfully submitted, you will receive an email confirmation (i.e. @syr.edu).

Petition to Enroll (PTE) Processing

Please note, PTE may take up to five business days to process. Once approved, the prorated enrollment charge is billed to the student’s Bursar account. Following, it may take up to 10 business days for Aetna to process the enrollment request. Once complete, students may print their insurance card.

  • Students are asked to navigate to MySlice and use their Syracuse University email and password to log in. (Students will be prompted to complete Microsoft’s Multi-Factor Authentication in advance of accessing MySlice.)
  • Once in MySlice, select “Student Resources.”
  • Then select “Academics” and on the left, select “Diploma Request.”
  • At this time, specify the term (e.g. fall, spring, summer) and provide requested information (e.g. mailing address).

Graduate, Teaching and Research Assistants and Fellows

Full-time, matriculated graduate and law students are eligible for the graduate student dental and vision insurance plans. Eligible students who want to enroll into the optional Graduate Student Vision and Dental Plans must do so by the enrollment deadline.

Graduate students with a University appointment as a graduate, teaching or research assistant (GA/TA/RA) working 10 hours or more per week or as a fellow, are eligible to enroll into Syracuse University’s subsidized health insurance plan administered by Aetna Student Health and the graduate student dental and vision plans.

  • 2025-26 Academic Year: Friday, Aug. 1, 2025, through Friday, July 31, 2026.
  • Fall 2025 Only: Friday, Aug. 1, 2025, through Wednesday, Dec. 31, 2025.

Information for Parents and Families

We encourage you to review your current health insurance plan to identify what best fits your student’s and family’s needs. If your student is currently covered by your health insurance plan and the plan is considered qualifying coverage, your student may waive the Student Health Insurance Plan if desired.

Yes, the Student Health Insurance Plan covers you during semester breaks, summer vacation, and even if you’re traveling or studying abroad. You’ll be covered for the period for which you have paid the premium.

You can see any provider in Aetna’s national network and receive preferred benefits. To find a participating provider, use the DocFind tool on the Aetna Student Health website or call 1.866.381.1529. Remember, you are free to use a non-participating provider, but you will be responsible for paying a larger portion of the bill.

In addition to being covered for medical treatment and services, you will also be covered for Emergency Medical Evacuation, Repatriation of Remains, Security and Political Evacuation, Natural Disaster Evacuation and Travel Assistance Services through On Call International, the 24-hour worldwide assistance service. All services must be arranged for in advance and provided by On Call International. Any services not arranged by On Call International will not be considered for payment.

  • When studying or traveling abroad, keep your Student Health Insurance ID card with you and take a copy of the brochure for reference.
  • When outside of the United States, you will likely be asked to pay for your medical care first and will then need to seek reimbursement. Covered expenses will be reimbursed on an Out-of-Network basis.
  • When you submit claims for reimbursement, you will need to have the itemized bill(s) translated into English and include a letter informing the claims administrator that you are seeking reimbursement for charges previously paid.
  • Please ensure that your name, ID number, address (to receive your reimbursement check) and your school’s name are on the bill.

As they are not health insurance plans, HealthShares and medical cost sharing plans do not meet the Student Health Insurance requirement. The health and wellness fee is a mandatory fee for full-time undergraduate students, law students registered for 12 credits or more, and graduate students registered for nine credits or more as part of the cost of attendance. This fee covers services and programs provided by the Barnes Center at The Arch, including Counseling, Health Care and Health Promotion, as well as Student Assistance.

Health insurance helps to offset costs of services not covered by the health and wellness fee, such as lab fees and medications. Insurance provides students with access to medical services beyond the Barnes Center at The Arch, including hospitalization, surgery and special services.

The Barnes Center at The Arch provides Health Care and Counseling services to eligible students on the Syracuse University campus. During the academic year, visits to the Barnes Center are covered by the Health and Wellness Fee. However, there may be additional charges for any lab tests, equipment, procedures or specialty services needed.

While you may be able to waive out of the Student Health Insurance Plan based on your current qualifying health insurance coverage, that does not mean that the Barnes Center at The Arch is in-network with your insurance. The Barnes Center is in-network with a limited number of insurances (Blue Cross Blue Shield, Aetna and POMCO/UMR). If you are using a different type of health insurance, any charges incurred at the Barnes Center will be applied to your Bursar account. You can then submit the receipt to your insurance company directly to seek reimbursement.

Health insurance coverage and plans can change year-to-year. Your health insurance must meet the following criteria in order to waive.

Some domestic undergraduate students may be eligible for a Syracuse University grant to cover the Student Health Insurance Plan premium. In addition, some domestic and international students may be eligible for loans.

  • Undergraduate and graduate students need to submit, in writing, a request for consideration for assistance to the Office of Financial Aid and Scholarship Programs.
  • Law students must complete the budget adjustment request form and send it to the College of Law Office of Financial Aid for consideration.
  • Please note, domestic students must have a FAFSA form on file in order to be considered for grant or loan assistance.

The administrative fee covers expenses incurred to ensure compliance with the health insurance requirement, to manage the enrollment process and to provide dedicated, on-campus support to students enrolled in the Student Health Insurance Plan. Through the Student Health Insurance Office, students, parents and families have access to staff who are familiar with the plan and benefits, can address concerns, assist with enrollment and answer questions. The staff also support education and communication efforts.

  • Graduate students, please complete the enrollment process for vision and/or dental plans on MySlice if you would like to enroll.

Your enrollment status, as of the above deadline, will determine your eligibility. If you are full-time on that date, you will be eligible to purchase the insurance and are subject to the proof of qualifying health insurance requirement. If you are part-time on that date, you will be neither eligible nor subject to the requirement.

Students who do not have qualifying coverage will be automatically enrolled in and billed for the Syracuse University Student Health Insurance Plan. The charge will be applied to your Bursar account.

Your plan may restrict coverage to only providers participating in the insurer’s network, in which case you need to ensure that Syracuse-area physicians and hospitals are considered in-network. Some plans also permit reduced coverage for using out-of-network providers, which will meet the University requirement. We recommend contacting your current insurance plan provider. Some insurance providers also allow you to purchase a rider, or addition, to your current plan to include coverage for services in other areas.

Full-time, matriculated students beginning classes in the month of July have the option to purchase coverage for the period listed above per the enrollment deadline listed above.

Students within traditionally online programs are not eligible to enroll in or required to waive the Student Health Insurance Plan. Students temporarily transitioned to online instruction due to the suspension of residential instruction are required to enroll or waive the Student Health Insurance Plan.

All full-time, matriculated Syracuse University students studying abroad must demonstrate proof of qualifying coverage. This includes students participating in the Los Angeles, Washington, D.C., and New York City semester programs.

You can see any provider in Aetna’s national network and receive preferred benefits. To find a participating provider, use the DocFind tool on the Aetna Student Health website or call 1.866.381.1529. Remember, you are free to use a non-participating provider, but you will be responsible for paying a larger portion of the bill.

Unexpected health care expenses can jeopardize a student’s financial stability or create barriers toward completing a degree. While all students can receive primary care through the Barnes Center at The Arch, services needed beyond primary care, such as hospitalization, pregnancy, surgery or specialty care, are performed off-campus. Health insurance provides students and families with the reassurance that they are prepared for any medical situation.

Students must enroll or waive the Student Health Insurance Plan by the above deadline. Failure to take action or receive an approved waiver by the deadline will result in automatic enrollment into the Student Health Insurance Plan and the premium fee to remain on the student’s Bursar account.

Using the Patient Portal

Only Syracuse University students have access to the Patient Portal.  For questions or additional information, please email the Barnes Center at The Arch or call 315.443.8000.

Note: There are file limits when uploading files to the Patient Portal (e.g. immunization records). Please make sure of the following:

  • Images must be .gif, .png, .tiff, .jpg, or .jpeg files
  • Documents must be .txt or .pdf files
  • File must be smaller than 4 MB (scan in black and white if possible or at a setting of 150 DPI to achieve a smaller file)
  • Be sure your file names do not include any special characters or spaces
  • Keep the length of the file name short (e.g. 8 characters plus extension)

Communications, Scheduling and Requests

Students are encouraged to enroll in to receive health and wellness text message notifications from the Barnes Center at The Arch. Highlights include appointment reminders, secure message notifications, important health and wellness updates, and more.

Using the Patient Portal, students may receive messages from health care providers containing next step instructions. To access messages from health care providers, log into the Patient Portal with your Syracuse University email and password. Then select “Messages” from the main menu.

As of Monday, Sept. 27, 2021, the Patient Portal added Microsoft’s Multi-Factor Authentication (MFA) to the login process. This is the same multi-factor authentication you already use to access SUMail, and that you use to access MySlice as of Sunday, Sept. 26, 2021. For additional details regarding configuring and using MFA, please refer to Microsoft Two-Factor Authentication in Answers.

There are two parts to submitting records—recording the date of your booster vaccine and uploading proof of your booster vaccine. Your record is not considered complete until a copy of your immunization proof has been uploaded for verification.

  • Select “Immunizations” from the main menu.
  • Under “Required Immunizations” enter dates and the select “Submit.”
    • IMPORTANT: You do not need to re-enter your initial vaccine series information. Please only enter your booster as Dose #3 for the vaccine type that you received, even if different from your initial COVID vaccination series.
  • Once the date(s) have been submitted, from the “Upload” tab follow all upload instructions.
  • In the drop-down menu labeled “Choose Document,” select “COVID Proof of Vaccination.”

In accordance with New York State law, the following vaccination records must be submitted. If you choose not to obtain the Meningococcal meningitis  immunization, please complete the Meningitis Waiver Form in the Patient Portal. Please note, if you are under the age of 18, a parent or guardian must complete the Minor Consent Form.

  • Two Measles, Mumps and Rubella (MMR) vaccinations received after your first birthday, or proof of immunity.
  • Meningococcal meningitis vaccination within the last five years and after the age of 16.

You may obtain these records by contacting your high school or primary care physician. Your health care provider may complete this form if they do not have a copy of your immunization records. If you have any questions about your vaccination records, please contact your primary care physician. By appointment only, Barnes Center at The Arch Health Care is available to assist you in obtaining the appropriate vaccinations if you have not been vaccinated or do not have documentation of your vaccinations.

  • Once all are complete (e.g. waiver, doctor’s note, personal statement), select “Upload” from the main menu and then select “Medical or Religious Waiver Form” to complete.

  • Begin the process by selecting the form and then following the prompts to complete.

This form must be completed by a parent or guardian if you will not be 18 years of age by the time you begin classes. Please print this form and complete it in full. Once you have completed the form, you will need to upload it to the Patient Portal.

  • Select “Forms” from the main menu. Select the pencil icon when using a mobile device.
  • Begin the process by selecting the form and then following the prompts to complete.

  • Scroll down to the “Off Campus COVID-19 Lab Results” section.
  • Under “Enter External COVID-19 Lab Result,” enter the test date and result of test. (Note: only positive test results should be submitted.)

  • The result you entered will appear on the screen.
  • Click “Select File” next to your submitted result to add an attachment showing your results. (Your full name and date of test must be clearly identifiable.)
    • If you received a formal result, upload a copy of the documentation.
    • If you did an at-home test, upload a photo of your test showing the positive result, with your Syracuse University I.D. visible next to the test.
  • Select “Upload.”
  • Please note it may take up to 48 hours for the results to be reviewed.

This form gives the Barnes Center at The Arch staff permission to treat you at our clinics along with providing us an emergency contact. To sign, use a touch screen or the mouse on your computer.

Please Note: Individual forms must be completed for both Counseling and Health Care. Please indicate whether the records are for Health Care or Counseling when completing the form. Individuals completing the form determine if all or only certain records are released.  Records are not sent by email. This form is only available to students with a Patient Portal account. If you do not have a Patient Portal account or wish to not complete the form via the Patient Portal, please visit the Health Care webpage for additional instructions.   • Next scroll to  the “Student Forms” section and select “Syracuse University Authorization Release of Records.”
  • Enter needed information and follow prompts to complete the form.
  • Following submission the Barnes Center at The Arch staff reviews the completed form.

Accessing Records and Checking Status

  • Log into the Patient Portal with your Syracuse University email and password.
  • From the main menu select “Immunizations.”
  • The “Entered Immunizations” and  “View Missing Immunizations” buttons will display the current state of compliance.

Overall Status Definitions

  • Verified: No action needed and currently compliant with all requirements.
  • Compliant: Entered dates suggest compliance with requirements but documents are not yet verified. Document review may require three to five business days to complete. If further action is required, an email (@syr.edu) will be sent including additional needed actions.
  • Not Compliant: Pending or incorrect information. An email (@syr.edu) will be sent including additional needed actions.
  • No Data: No information or not enough information to determine compliance

  • Log into the Patient Portal with your Syracuse University email and password.
  • In the main menu select “Immunizations” then review the “Entered Immunizations” section.
  • You may print Immunization Records by selecting “Print.”

Students may access charge details and/or retrieve an itemized receipt through the following actions.

  • Log into the Patient Portal with your Syracuse University email and password.
  • Select “Statements” from the main menu.
