Executive Summary

Campus Safety and Emergency Management Services (CSEMS) draws together all functional areas that have a primary focus on community safety, crisis and emergency response, and campus law enforcement. CSEMS affords a proactive response to campus and off-campus personal safety issues, crime prevention, and emergency preparedness, response and communication.

The CSEMS Administrative and Technical Services area supports unit departments in order to promote a positive experience for the University community and student interests related to safe transportation, proactive response to campus and off-campus personal safety issues, crime prevention, and emergency preparedness, response and communication.

Services provided by CSEMS Administrative and Technical Services include:

  • Oversight and support of administrative, payroll, clerical, and budget development areas;
  • Security technologies and technical services support for CSEMS departments;
  • Public media relations.

1.1 Support unit departments with oversight in administrative, payroll, budget development, and clerical activities/projects.

1.2 Manage and coordinate public relations matters and develop and distribute divisional communications and publications (messaging, digital and social media communications, and publication/designs).

  • Investigate and leverage technological solutions to foster communication and interaction between students and Campus Safety departments.

2.1 Coordinate the upgrade, replacement, installation and operation of campus-wide electronic access and video camera security technology.

2.2 Investigate and plan technological solutions for department units, including implementation, support and maintenance needs unique to each unit.

  • Continue implementation and replacement of the access control system with unified video and electronic access control system (Genetec).
  • Continue door hardware replacements and camera placements for existing, renovated and new construction.
  • Analyze, identify and plan a separate conversion for parking lot gate arm technology that is not part of the existing conversion plan.
  • Plan and implement cameras in all residence hall/dining public areas, elevators, stairwells and laundry rooms.

Objective 2.2 Strategies

  • Identify resources and/or plan funding sources for in-house or vendor supported software solutions.
  • Begin upgrade and improvements for various proprietary or in-house software applications that are used by the unit’s departments.

  • Confirm / status-check that the overall electronic access control / video camera project plan is fully reviewed and adjusted to effectively manage constraints.
  • Continue implementation of building/door and gate arm electronic access replacement and new installation.

  • Complete no less than two analyses for determining value of, upgrading and/or improving department unit software applications, particularly focusing on those systems that directly and indirectly impact the University community.

Objective 3.1 Strategies

  • Work towards continuation of Campus Commitments through enhancements of the campus-wide camera and electronic access control system.
  • Seek meaningful ways to communicate with the University community about all unit participation in diversity focused events.

Objective 3.2 Strategies

  • Celebrate diversity during Campus Safety events such as award and recognition ceremonies.
  • Invite guest speakers to unit all-staff meetings, invite community members and other departments to participate.
  • Foster staff participation in diversity events by communicating opportunities frequently and regularly.

Objective 3.1 Target

  • As funding allows, complete 100% of campus-wide camera and electronic access control systems in residential facilities.
  • Promote and provide access on CSES website pages to communicate diversity training that the unit has and will participate in, initiate a feedback link. Using analytics measure webpage hits.

Objective 3.2 Target

  • Provide a survey for unit staff, including students from the community on what their solutions/ideas are in creating conversation and bridging a common sense of understanding and trust, particularly with law enforcement.
  • Communicate at all-staff meetings about diversity opportunities.

Services provided include:

  • Mitigate risk to health and safety of University constituents and assets outside Onondaga County;
  • Manage high risk travel requests;
  • Coordinate decisions on travel warnings and restrictions;
  • Consult on destination risk assessment, safety planning, and program design;
  • Manage waivers and releases to minimize institutional liability for high-risk travel;
  • Evaluate and improve data tracking systems as warranted;
  • Promote travel policies and best practices;
  • Serve as the central resource for all travel safety information;
  • Monitor US Department of State travel advisories and USDOS Overseas Security Advisory Council (OSAC) daily status updates;
  • Coordinate University response to national and international events that impact travel;
  • Coordinate SU Aboard student crisis response in collaboration with SU Abroad staff and other institutional support units;
  • Coordinate non SU Abroad international student crisis response with school or college Senior Associate Dean, Student Affairs staff and International SOS;
  • Coordinate domestic off site student crisis response with school or college Senior Associate Dean, Student Affairs staff, Department of Public Safety and local resources;
  • Coordinate staff or faculty crisis at international locations with Human Resources, school or College Senior Associate Dean, and International SOS;
  • Coordinate domestic off site staff or faculty crisis response with school or college Senior Associate Dean, Human Resources, Department of Public Safety and local resources.

Goal 1:

Mitigate the risk to the University from the international and domestic travel of University constituents and assist in preparing constituents to pursue scholarship, work, and study both abroad and at University-operated sites in the United States safely.

1.1 Develop, manage and coordinate Syracuse University’s policy, practice, and infrastructure that supports the safe travel of University constituents.

1.2 Serve as the principal coordinator of University efforts to support faculty, staff, and students that may experience difficulties while pursuing institutional objectives outside Onondaga County.

  • Develop and implement a general “travel” website with content jointly developed by Global Safety and Support, the Office of Sponsored Programs, and the Purchasing Department.

  • A deployed University travel website with content jointly managed by all involved partners.
  • A completed and deployed pre-travel safety orientation curriculum available on the web and for delivery in-person.

Services provided include:

  • The services provided by the Department of Public Safety revolve around safety, security, service and crime prevention activities. The primary function of the department is to maintain a safe and secure University campus setting fostering a good learning and working environment as well as quality of life for students, faculty and staff.
  • These services are provided through proactive patrols on and off campus, community interaction, safety and security threat assessment and planning, traffic control, response to emergency and non-emergency calls for service, criminal and non-criminal incident investigations, participation in campus wide security, safety and quality of life initiatives.
  • The primary purpose of DPS is the protection of life and property to enhance the community’s environment for those learning, living and working on campus.
  • Through community interaction and relationship building, proactive and continuous patrols, thoughtful and structured investigations, meaningful crime prevention education and communication efforts, and security assessment and planning, DPS has a positive impact on the campus community. DPS personnel must act as role models for students and, as professionals they must enforce University, local, state and federal laws, ordinances and regulations.

1.1 Provide efficient and courteous assistance to the public and educate our community about personal protection and crime prevention.

1.2 Proactively engage in community policing concepts to build relationships, protect life and property and enhance the quality of life in our community.

  • Survey and gather information from other colleges/universities that provide bike lockers/rooms/houses.
  • Research vendors and conduct a cost analysis to look at the feasibility for bike lockers/rooms/houses on campus (cost to implement and projected revenue from rentals) for community members.

  • Review and revise as necessary the FTEP and DPS Peace Officer Academy and gain feedback from employees that go through the Peace Officer Academy regarding material covered, instructors performance, etc.
  • Develop a standard exit interview process with employees that DPS does not retain in an effort to reduce employee turnover.

Objective 2.1 Strategies

  • Review and revise BWC Standard Operating Procedure to be in line with the Syracuse Police BWC Standard Operating Procedure and evaluate the benefits/capabilities of evidence.com to determine if that software can benefit both the Department of Public Safety and the Syracuse Police Department.
  • Develop a training program and policy for officers to present their own cases/reports to the Office for Student Rights and Responsibilities conduct board.

  • Develop and coordinate a joint operating procedure with Title IX and the Office of Fraternity and Sorority Affairs.

3.1 Review, inspect and maintain fire detection and suppression system equipment directly related to the safety and well-being of University building occupants, in compliance with all Federal and New York State requirements.

3.2 Interact with departments, faculty, staff and students to effectively and efficiently manage safety through cooperation and effective programs/procedures.
