Community Standards manages several processes related to a student’s experience at Syracuse. Through the conduct process, students may find they need to request or submit certain information. Below are the most common requests and submission forms related to Community Standards and the conduct process.

Submit a Request
Due to federal law (FERPA), Community Standards is not able to share information about a student’s case without the student’s permission. Students have the right to review a copy of all or parts of their conduct file. To do so, a student must complete, digitally sign, and electronically return a FERPA release to our office. After receiving the form Community Standards has 45 business days to process the request. Once processed, the student will receive instruction on how to access their file.
Current students and former students with an active NetID/MySlice access:
- To request access to view your student conduct file, complete the FERPA Release/Records Request – Enrolled Student/Active NetID form. You will be required to log-in with your NetID and password.
- To give Community Standards permission to verbally discuss your student conduct file with another person, complete the FERPA Release – Verbal Disclosure of Records Request – Enrolled Student/Active NetID form. You will be required to log-in with your NetID and password.
Former Students and students without an active NetID/MySlice access:
- To request access to view your student conduct file, complete the FERPA Release/Records Request – Former Student/Inactive NetID form.
- To give Community Standards permission to verbally discuss your student conduct file with another person, complete the FERPA Verbal Disclosure of Records Request – Former Student/Inactive NetID form.
Students wishing to obtain access to their file prior to their Resolution meeting should submit the Consent to Disclose Disciplinary Records at least three (3) business days prior to their meeting to allow staff time redact the file per FERPA regulations.

Students interested in having a conduct/disciplinary check completed for Common App completion, Study Abroad, etc., or for government agencies interested in having a conduct/disciplinary check completed for security clearance should submit a Common App Conduct Check request.

Students who are planning a demonstration on University property must complete the Campus Demonstration Registration Form.
Syracuse University encourages students to engage in safe and orderly demonstrations and must comply with the Campus Disruption and Demonstration Policy and the Student Conduct Code.

A student found responsible for violating University policy may request early expungement from the Director of Community Standards, or designee by completing the Request for Expungement Form .
A student is eligible to request expungement if:
- The student has completed all assigned sanctions by the assigned deadlines;
- The student is in good standing with the University; and
- The student remained free of any Conduct Code violations for two (2) consecutive academic semesters since the violation at issue.
A student whose violation occurs the semester in which they graduate may apply for expungement if they have met all other requirements and can demonstrate they are applying to professional or graduate school.
Should a student be found responsible for a violation of the Student Conduct Code after an expungement has been granted, the original conduct record may be restored, and the previous record may be considered in determining appropriate sanctions in the new case.
Expungement will not be granted for:
- Records of expulsion
- Incidents involving violations determined to be motivated by bias
- Academic Integrity violations
- Incidents involving hazing
- Incidents involving sale or distribution of drugs/controlled substances
- Incidents causing significant damage to property
- Incidents causing significant injury
- Incidents involving violations of the University’s Sexual Assault, Stalking, Gender-Related Harassment, Dating or Domestic Violence, and/or Sexual Harassment, Abuse, and Assault Prevention policies.
All requests are subject to approval by the Director of Community Standards or designee.
No Contact / Interim Suspension Forms
According to the Syracuse University Student Conduct System Handbook, “No Contact Orders may be removed or amended through the process outlined in the Student Conduct System Handbook, Part 4.10.
In the event of an appeal, either involved student may submit a written request to have the Temporary Order of No Contact removed or amended.
All questions on the Request for Removal or Amendment of a No Contact Order must be answered for the request for removal or amendment of the No Contact Order to be considered.
Evidence of the potential for future negative behaviors between the listed parties will also result in this request not being considered.

Students who have been interimly suspended from Syracuse University have five (5) business days to submit an appeal of their interim suspension status . Interim suspensions and the appeals process for them are outlined in the Student Conduct System Handbook, Parts 4.1-4.4.
Appeals of an interim suspension are reviewed by the University Appeals Board. The University Appeals Board will review all available relevant information to determine if this status should be modified or remain in place.

Resolution By Agreement Forms
A student(s)/organization(s) may request that a resolution by agreement be reconsidered within five (5) business days. After five (5) days the resolution by agreement is considered final. Requests for reconsideration submitted within five (5) days shall be reviewed by the Director of Community Standards (or designee). The Director (or designee) may modify or uphold the original decision of the conduct officer, or refer the matter to for a formal hearing as appropriate.

Formal Hearing (Non-Title IX) Forms
Students participating in a University Conduct Board hearing (for cases not involving sexual assault, stalking, gender-related harassment, or domestic/relationship violence), have the ability to present factual witnesses and other information to the Board at the hearing. the Pre-Hearing Information Submission form should be used to send the Factual Witness List and other information students intend to present at their hearing.
Outcomes and sanctions from a formal hearing are generally effective immediately, unless a written notice of intention to appeal has been received by Community Standards within two business days after the outcome is sent to a student. A student has the right to appeal the decision of their formal hearing. Any appeal must be submitted in writing and conform to the procedures outlined in the Syracuse University Student Conduct System Handbook Part 10.
The Intent to Appeal is NOT the full appeal, which must be submitted separately. This form notifies the University you plan to appeal.

Students may appeal their formal hearing outcome in writing within five (5) business days after the written decision is sent to them. All appeals must be authored and signed by the student. Appeal submissions must not be more than two (2) pages per ground for appeal.
Appeals submitted to Community Standards will be reviewed by the Dean of Students, or designee, to determine if the information provided supports the selected ground(s) for appeal listed in the Student Conduct System Handbook, Part 10.2.
Appeals must be based on one or more of the following:
- New information is provided that was not reasonably available at the time of the original hearing.
- Procedural error that can be shown to have had a detrimental impact on the outcome of the hearing.
- Grossly inappropriate sanction having no reasonable relationship to the charges.

Title IX Formal Hearing Forms
Students participating in a University Conduct Board hearing for cases involving alleged sexual assault, stalking, gender-related harassment, or domestic/relationship violence, must submit information in advance of their hearing as detailed in their hearing notification letter. This form provides information on a student’s desire to participate in the hearing, information about their advisor, witnesses, and any accomodations a student may need.

In a Title IX related case, either party may appeal the outcome of a formal hearing. Students must submit an intent to appeal within one (1) business day of receiving their outcome letter. This form notifies Community Standards that you plan to submit a formal appeal by the deadline outlined in the outcome letter.
An intent to appeal is NOT a full appeal. Failure to submit a full appeal properly and on time will result in the outcome becoming final.

Either party (complainant or respondent) in a Title IX related case may appeal the decision of a hearing officer and/or the sanction (if imposed) on one or more of the following grounds:
- Procedural irregularity that affected the outcome of the matter;
- New evidence that was not reasonably available at the time the determination regarding responsibility or dismissal was made, that could affect the outcome of the matter;
- The Title IX Officer, investigator(s), or decision-maker(s) had a conflict of interest or bias for or against Complainants or Respondents generally or the individual Complainant or Respondent that affected the outcome of the matter; or
- Errors in the interpretation of University policy so substantial as to deny either party a fair hearing; or
- Grossly inappropriate sanction having no reasonable relationship to the charges.
Appeals are limited to ten (10) pages in length and must be received by OCS no later than five (5) business days after being sent the outcome decision. Late appeals will not be considered.

Sanction Forms
Students who need to submit a paper or other educational project must submit their completed sanction to Community Standards by the deadline in their outcome letter and should comply with all requirements of the assignment in the outcome letter. For specifics, please refer to the original letter sent to you by Community Standards.

All students who have been placed on suspension from Syracuse University have the ability to submit a Good Citizenship Petition to request to return to the University. The information required in the petition is detailed in the student’s suspension outcome letter.

Organizations who have been placed on Social Probation for one (1) academic year or more may request that their probationary status be reviewed under the following conditions:
- The organization has completed at least one-half of its probationary period without further violations.
- All other assigned sanctions have been completed by the established deadlines provided by Community Standards.
- The organization’s leadership has provided a detailed accountability plan to Community Standards outlining the steps it has/will take to ensure internal accountability for its members.
- The organization’s leadership has provided a detailed risk management plan outlining the steps it has/will take to mitigate risk at any social function that it plans to host in the future.
- The organization’s leadership has provided a written statement outlining what they have learned since the incident that placed them on probation, and how they plan to positively contribute to the Syracuse University Community if its social probation is lifted.
- A letter of support from the organization’s campus advisor for the change in status.
- Submitting an up-to-date Membership Roster with names and SUID’s and contact information.

Student Organizations that have been suspended may petition to return to Syracuse University after the completion of the suspension period outlined in their outcome letter. The specific information required for an organization to return will be outlined in their outcome letter. Organizations wishing to return to the University must complete the Student Organization Petition to Return from Suspension.
The University may apply any appropriate conditions to an Organization to ensure safety and compliance with University Policies if approved to return (ex. probationary periods). Approval to return by Community Standards does not guarantee organizational recognition by Student Engagement, Student Government Association, Greek Life or other University departments, which may have their own recognition processes and conditions.
