The Greek Life staff are committed to providing educational opportunities to promote and develop the character of students while maintaining the goals and academic mission of the institution.<\/p>\n<ul>\n<li class=\"policy-list-item level-1\">All members of the following organizations must comply with the policies and standards listed in this document in addition to all other University policies, including the Student Conduct Code. Any violation may result in, but is not limited to, social probation or other University disciplinary action:<\/li>\n<li class=\"policy-list-item level-3\">Greek Council,\n<ul>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">I<\/span>nterfraternity Council (IFC),<\/li>\n<li class=\"policy-list-item level-3\">Multicultural Greek Council (MGC)<\/li>\n<li class=\"policy-list-item level-3\">National Association of Latino Fraternal Organizations (NALFO),<\/li>\n<li class=\"policy-list-item level-3\">National Pan-Hellenic Council (NPHC),<\/li>\n<li class=\"policy-list-item level-3\">Panhellenic Council (PHC), and the<\/li>\n<li class=\"policy-list-item level-3\">Professional Fraternity Council (PFC) The purposes of the document are:<\/li>\n<\/ul>\n<\/li>\n<li class=\"policy-list-item level-1\">To promote and educate the fraternity and sorority community on risk management responsibilities.<\/li>\n<li class=\"policy-list-item level-1\">To minimize risk to the safety or wellbeing of members of Greek organizations and the University community.<\/li>\n<li class=\"policy-list-item level-1\">To define the expectations of responsible decision making as well as promote the goals, values, and missions of individual organizations and Greek Life.<\/li>\n<li class=\"policy-list-item level-1\">To support positive relationships between the Greek community and the student body, the University administration, the inter\/national governing bodies, and Syracuse community.<\/li>\n<\/ul>\n<h3>Recognition Requirements<\/h3>\n<p>The fraternity and sorority community at Syracuse University consists of private, voluntary fraternal Greek-letter organizations (hereinafter referred to Greek-letter organizations or fraternities and sororities) that are social, service, professional, honorary, and\/or fraternal in nature and meet the following requirements for University recognition:<\/p>\n<ul>\n<li class=\"policy-list-item level-1\">Maintain an active charter with an established national or international fraternity, sorority, or Greek-letter organization that serves as the organization&#8217;s legal sponsoring body and is affiliated with the appropriate inter\/national governing association, where applicable.<\/li>\n<li class=\"policy-list-item level-1\">Remain in good standing with both their national or international organization and Syracuse University.<\/li>\n<li class=\"policy-list-item level-1\">Be recognized by the appropriate governing council at Syracuse University.<\/li>\n<li class=\"policy-list-item level-1\">Be formally recognized by Syracuse University through Greek Life.<\/li>\n<li class=\"policy-list-item level-1\">Be organized around social, service, professional, honorary, and\/or fraternal purposes rather than religious or political purposes.<\/li>\n<li class=\"policy-list-item level-1\">Prohibit simultaneous membership in more than one social fraternity or sorority, except as permitted by organizations affiliated with the Professional Fraternity Council. (For example, a student who is a member of a Professional Fraternity Council organization may also join another recognized Syracuse University Greek-letter organization, and vice versa.)<\/li>\n<li class=\"policy-list-item level-1\">Maintain membership in the Greek Council or other governing council designated by Greek Life, as applicable.<\/li>\n<\/ul>\n<h3>National Affiliation<\/h3>\n<p>Syracuse University recognizes only Greek-letter organizations that maintain an active charter with an established inter\/national organization. Such affiliation provides organizational governance, accountability, risk management standards, liability insurance, leadership development, alumni engagement, professional staff and volunteer support, and long-term organizational continuity that aligns with the University&#8217;s expectations for recognized Greek-letter organizations. Organizations that operate independently (commonly referred to as &#8220;local&#8221; fraternities or sororities, meaning organizations established and governed on a single campus without affiliation to an established inter\/national governing organization) are not eligible for recognition as Greek-letter organizations or Recognized Student Organizations at Syracuse University. Any organization that loses, relinquishes, or has its charter revoked or otherwise ceases to maintain active affiliation with its inter\/national organization shall immediately notify Greek Life. The University will review the organization&#8217;s recognition status, and University recognition may be suspended or revoked if inter\/national affiliation is no longer maintained.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-ii\" class=\"wp-block-heading\"><strong>Article II.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Chapter\/Organization Recognition            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 2.01 General Provisions<\/h3>\n<p>The fraternities and sororities at Syracuse University have long been a valued and important part of the Syracuse University community promoting a collaborative and unified fraternity and sorority environment that values leadership, diversity, service, growth, and scholarship. The University has long supported and<\/p>\n<p>encouraged fraternity and sorority chapters\/organizations in their efforts to improve both Syracuse University and local surrounding communities. Membership in fraternities and sororities must be a safe and productive learning experience. This legacy should be preserved and nurtured by the best of those organizations and individuals who are supportive of the University\u2019s mission as well as its policies. All recognized fraternities and sororities have and must continue to work diligently with Greek Life to maintain their good standing. All recognized fraternities and sororities have and must continue to work diligently with Greek Life to maintain their good standing.<\/p>\n<h3>Section 2.02 Definitions<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Fraternal Organizations are defined as any group, social, service, civic, honorary, or professional in nature, that:<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Utilizes Greek letters in its nomenclature; or<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Maintains single-sex membership; or<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Has organization norms consistent with fraternal organizations such as but not limited to:<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Ritual ceremony of initiation<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">ii.<\/span><span>\u00a0<\/span>Membership recruitment and selection<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">iii.<\/span><span>\u00a0<\/span>Big brother\/Big sister<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">iv.<\/span><span>\u00a0<\/span>New member education<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">v.<\/span><span>\u00a0<\/span>Wearing Greek symbols\/letters<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Good Standing \u2014 A chapter, organization, or member that is currently recognized, has met all recognition requirements and obligations (including any required submissions), and is not under probation, suspension, or revocation.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Administrative Lock Status \u2014 A temporary hold placed on a chapter or organization that suspends specified privileges (such as hosting events or recruitment\/intake) pending completion of a required action. Privileges are restored upon compliance.<\/li>\n<\/ul>\n<h3>Section 2.03 Eligibility<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>To be eligible to receive consideration for University privileges, services, and resources, as outlined in documents from Greek Life at Syracuse University, fraternal organizations must hold \u201crecognized\u201d status.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Recognition is granted at the discretion of Greek Life upon demonstrating that the organization is managed responsibly, fiscally reliable, a responsible steward of University and community property, and a constructive member of the University community that reflects the University\u2019s highest ideals. All groups must also be registered and maintain an up-to-date presence in \u2018Cuse Activities.<\/li>\n<\/ul>\n<h3>Section 2.04 Expansion Chapter\/Organizations<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Organizations seeking to be considered for recognition as either a new or returning Greek-letter organization are required to participate in the Greek Life Expansion Process. More information on the Expansion Process can be found on page 39 of this document.<\/li>\n<\/ul>\n<h3>Section 2.05 Maintaining Recognition<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>In case of continuing recognition, chapter\/organizations must:<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Attend a Greek Life Registration Workshop every fall semester.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Complete the re-registration process for fraternities and sororities every fall semester.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Submit a chapter\/organization roster at the beginning and end of each semester as well as a new member roster (if applicable) by the specified deadlines. Chapter rosters must include all members and their local Syracuse addresses.<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Chapters\/organizations that fail to submit a roster within two (2) weeks of the specified deadline will be placed on administrative lock status. While on administrative lock status, all chapter-sponsored activities and events will be suspended, including but not limited to date nights, formals, philanthropy and service events, new member presentations, recruitment or intake activities (if applicable), and any other chapter-sponsored programs or social events.<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">ii.<\/span><span>\u00a0<\/span>Chapters may also be referred to Community Standards and are subject to additional disciplinary action, which may include probationary status, loss of privileges, or suspension of University recognition.<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">iii.<\/span><span>\u00a0<\/span>Administrative lock status will remain in effect until the required roster has been properly submitted and approved by Greek Life.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Submit a chapter\/organization New Member Roster at the end of each semester by the specified deadline (if chapter did recruitment\/intake that semester).<\/li>\n<li class=\"policy-list-item level-3\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Chapters\/organizations that fail to submit a roster within two (2) weeks of the specified deadline will be placed on administrative lock status. Chapter\/organizations that fall below four (4) members will be placed on a provisional status which may only remain in effect for one academic year. The Executive Director of Student Engagement or their designee may consider exceptions on a case-by-case basis.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>Chapters\/organizations must only be associated with Syracuse University. Citywide, countywide, area-wide, and\/or statewide chapter\/organizations are not permitted. Only undergraduates from Syracuse University\/SUNY ESF are permitted to participate in chapters\/organizations chartered at Syracuse University.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">g.<\/span><span>\u00a0<\/span>Maintain a minimum group Grade Point Average of 2.50. Chapter\/organization officers have a minimum Grade Point Average of 2.50.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">h.<\/span><span>\u00a0<\/span>Be in good standing with their inter\/national headquarters.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Have membership (provisional membership in the case of a new organization) in one (1) of the recognized fraternal governing councils.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">j.<\/span><span>\u00a0<\/span>Have fully complied with the Student Conduct Code, Greek Life policies, and council\u2019s governing policies.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">k.<\/span><span>\u00a0<\/span>All new member processes must be no longer than six (6) weeks in length and may not take place when classes are not in session (ex. spring break). All processes related to membership\/intake may not take place at off-campus properties. New member activities are permitted in Syracuse University recognized official chapter houses.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">l.<\/span><span>\u00a0<\/span>After an individual officially joins or is initiated into a chapter\/organization, the chapter\/organization is required to list that individual on its New Member Roster and submit the report to Greek Life by the designated deadline. A chapter\/organization\u2019s new member class should reflect a reasonable distribution of class years and should not be composed predominantly of seniors. Greek Life may review New Member Rosters to ensure appropriate class-year representation.<\/li>\n<\/ul>\n<h3>Section 2.06 Chapter\/Organization and Council Officer Requirements<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Chapter\/Organization\/Council Executive Board members must have a minimum Grade Point Average of 2.50.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>To be eligible for a council executive position the student\u2019s chapter\/organization of membership must:<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Maintain full chapter\/organization status from their inter\/national headquarters.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Be recognized by Syracuse University and have maintained the four (4) person membership minimum for one or more years to be eligible for a council executive position.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>All chapter\/organization officers and members must be current undergraduate students enrolled at Syracuse University or SUNY ESF. Neither alumni\/ae or graduate students may serve on the chapter\/organization Executive Board or as New Member Educator or in any role in the chapter\/organization outside the scope of advising.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Alumni\/-ae and graduate members may not be listed on Greek Life records or required documentation unless they are an approved chapter\/organization advisor.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Alumni\/-ae and graduate members may not hold any role in undergraduate chapter\/organization decisions.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Elected officers must reside in Syracuse and attend University undergraduate classes.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>Greek Life does not dictate the number of semesters a student may serve in an executive position. The term length and any additional eligibility requirements are determined by each individual organization or council through its governing documents.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">8.<\/span><span>\u00a0<\/span>Students participating in study abroad, internships, co-op experiences, or other programs that require them to live away from Syracuse during their term (i.e., SU LA, DC, NYC) are not eligible to serve while they are away.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">9.<\/span><span>\u00a0<\/span>Every chapter\/organization and council President, Vice President, and New Member Educator\/Membership or Intake Chair is required to attend annual training regarding Title IX in accordance with the NYS Enough is Enough law and annual hazing training.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">10.<\/span><span>\u00a0<\/span>All council and chapter\/organization financial officers are strongly encouraged to attend a Student Government Association (SGA) Fiscal Agent Training each fall semester. Financial officers of councils and chapters\/organizations seeking SGA funding must complete Fiscal Agent Training to be eligible to receive funding. For more information about applying for SGA funding, Funding &#8211; Student Engagement \u2013 Syracuse University<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">11.<\/span><span>\u00a0<\/span>When chapter\/organizations transition leadership, the President is required to complete the New President Form before the first meeting with the Greek Life chapter\/organization coach.<\/li>\n<\/ul>\n<h3>Section 2.07 Provisional Status<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>A chapter\/organization with less than four (4) members will be placed on provisional status. These chapters\/organizations are required to have intake during the academic year until they attain four (4) members and to meet with Greek Life staff on a bi-weekly basis. Chapters\/organizations that fail to reach four (4) active members in an academic year are at risk of losing recognition. The Executive Director of Student Engagement or their designee may make exceptions on a case-by-case basis. Chapters\/organizations that are provisionally recognized are still required to meet the expectations of participation from the Greek Council, their governing council executive board, and Greek Life.<\/li>\n<\/ul>\n<h3>Section 2.08 Revocation of Recognition<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Recognition for any chapter\/organization may be suspended on an interim basis by the Executive Director of Student Engagement or their designee, for any issues, including, but not limited to:<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Failing to comply with Syracuse University policies and procedures related to expansion.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Failing to comply with Syracuse University policies regarding management of finances, including mismanagement of University funds and\/or default.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Failing to comply with Syracuse University policies regarding event registration\/management.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Failing to comply with any other applicable University, Student Engagement, and\/or Greek Life published policies or provisions.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>An interim suspension shall remain in place until the issue(s) in question has been fully investigated and\/or resolved through the appropriate University processes, or at the discretion of the Executive Director of Student Engagement or their designee, who may modify this status at any time based on information available.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Any organization placed on an interim status by Greek Life must cease all activities and operations until or unless otherwise stated by the Executive<\/li>\n<\/ul>\n<p>Director of Student Engagement or their designee. For matters which may violate the Student Conduct Code, chapters\/organizations shall be referred to Community Standards.<\/p>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Organizations placed on an \u201cInvestigative Status\u201d by Community Standards should refer to Part 4.5 of the Student Conduct System Handbook for more information about that process.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Community Standards may suspend or expel a chapter\/organization for violations of the Student Conduct Code or other applicable University policies by:<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>The graduate chapter organization; or,<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>An undergraduate officer or member of the organization when representing the organization; or,<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>The housing or alumni corporation of the organization; or,<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>A resident on premises owned, leased, or licensed by the organization; or, an invitee or guest of the organization who poses an unacceptable risk of harm to persons or property, including liability or financial loss to the University or community.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>In accordance with the Student Conduct Code, violations of University policy involving students or student organizations, including Greek-letter Organizations will be resolved through the Student Conduct system as administered by Community Standards. Evidence of a suspended or revoked chapter\/organization functioning as an \u201cunderground\u201d unrecognized organization may extend this period.<\/li>\n<\/ul>\n<h3>Section 2.09 Unrecognized Organizations<\/h3>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Unrecognized organizations are those that are not associated with the University. They do not receive support from Greek Life, are not permitted to use campus facilities, and their recruitment processes and new member activities are neither monitored or allowed by Syracuse University.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>The Student Conduct Code prohibits any student from organizing or affiliating with unrecognized organizations, including unrecognized fraternities and sororities. Individuals found in violation of this policy may be placed on a University disciplinary status up to and including suspension from Syracuse University. Chapters\/organizations and\/or chapter\/organization members who participate in activities and\/or promote unrecognized organizations will be referred to Community Standards. Actions that constitute participation, promotion, and\/or perpetuation of an unrecognized organization include but are not limited to:<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Engaging in recruitment and\/or new member activities with an unrecognized organization;<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Creation, use, maintaining, and\/or sharing\/tagging social media accounts regarding an unrecognized organization;<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Using personal and\/or organizational social media accounts to promote affiliation or activities with an unrecognized organization;<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Displaying the organization\u2019s name, letters, and\/or symbols in any form, including but not limited to signs, furniture (e.g., tables), banners\/flags, and\/or any apparel;<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>Attending, hosting, or co-hosting social events with an unrecognized organization;<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>Promotion of an unrecognized organization in any other form is prohibited.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>A list of organizations that are not currently allowed to operate at Syracuse University can be found on the Hazing Hub website.<\/li>\n<\/ul>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-iii\" class=\"wp-block-heading\"><strong>Article III.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Eligibility\/Membership Requirements            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 3.01 Eligibility Requirements<\/h3>\n<p>Syracuse University is committed to supporting the academic success of students who join fraternities and sororities. To support student success and readiness, Potential New Members (PNMs) must meet all the following requirements before participating in recruitment or intake:<\/p>\n<ul class=\"policy-list\">\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Be a regularly enrolled, full-time undergraduate student in good standing with Syracuse University or SUNY ESF.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Earned at least 12 credit hours at Syracuse University or SUNY ESF<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Transfer student eligibility: For the purposes of these requirements, a &#8220;transfer student&#8221; is defined as a student who was previously enrolled as a full-time student (minimum 12 credit hours per semester) at another college or University prior to enrolling at Syracuse University. To determine eligibility, transfer students must submit an official transcript from each post-high school institution they have attended via the Transfer Transcript Submission Form. This definition does not apply to students who took individual courses at another institution (e.g., during winter or summer break) and transferred those credits to Syracuse. Students in this category are not considered transfer students for the purposes of these requirements and must meet the standard eligibility requirements as continuing Syracuse students.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Only undergraduates from Syracuse University or SUNY ESF are permitted to participate in chapters\/organizations chartered at Syracuse University. Graduate students are not permitted to join or hold membership in Syracuse University Greek chapters\/organizations.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Advanced Placement (AP), International Baccalaureate (IB), or college credits earned while in high school do not count toward eligibility.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Credits earned through the Syracuse University Project Advanced (SUPA) program may be counted towards this requirement.<\/li>\n<li class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>Winterlude classes may be counted towards a student\u2019s GPA or credit hours at the discretion of the Greek Life.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Have a minimum of 2.5 cumulative GPA. Individual organizations may require a higher cumulative GPA for membership consideration in accordance with their inter\/national membership policies.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Inclusive U students may participate in recruitment\/intake with Inclusive U departmental approval.<\/li>\n<li class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Complete the online Greek 101 Blackboard course and associated workshops.<\/li>\n<\/ul>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-iv\" class=\"wp-block-heading\"><strong>Article IV.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Membership and Recruitment\/Intake            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 4.01 Definitions<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Potential New Member (PNM): is an individual interested in joining a Greek-letter organization who intends to participate in either recruitment or intake. The \u201cPNM\u201d is used to describe an individual before a membership invitation or bid is extended.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>New Member: is an individual who has accepted a bid or membership invitation from a fraternity or sorority but has not yet been initiated. New members participate in the organization\u2019s education program (organization values, history, and expectations), which prepares them for full membership.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Recruitment: is the process by which fraternities and sororities in councils such as the Interfraternity Council (IFC) and Panhellenic Council (PHC) select prospective members. Recruitment typically involves a series of scheduled events where potential new members meet chapter members, learn about the organizations, and may receive a formal invitation, known as a bid, to join.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Informal Recruitment: is the process by which Professional Fraternity Council (PFC) organizations recruit and select prospective members. Each organization conducts its own recruitment process based on its membership requirements and practices. The process may include informational or interest meetings, recruitment events, applications, interviews, and other opportunities for prospective members to learn about the organization before an invitation to membership is extended.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Intake\/Membership Process: is the process by which organizations affiliated with the National Pan-Hellenic Council (NPHC), National Association of Latino Fraternal Organizations (NALFO), and Multicultural Greek Council (MGC) select prospective members. The process is typically more private and discreet than traditional recruitment and often includes an application, interview, and educational program led by undergraduate members and alumni. Intake concludes with an initiation ceremony, commonly called probate or new member presentation, where new members are formally introduced as full members of the organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Bid\/Membership Invitation: a bid is a formal offer from a fraternity or sorority inviting a potential new member to join the organization. In IFC and Panhellenic recruitment, bids are typically extended at the end of a structured recruitment period. When a bid is accepted, the individual becomes a new member and begins the organization\u2019s new member education process before full initiation. The recruitment processes for NPHC, NALFO, and MGC organizations do not involve bids. Instead, these culturally based organizations extend private invitations to membership through a selective intake process. Membership is not announced until the moment when new members are formally initiated and revealed to the community as full members of the organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>New Member Education: a period lasting no more than a six (6) weeks during which individuals who have accepted a membership invitation or bid learn about the fraternity or sorority\u2019s history, mission, values, traditions, and expectations. During this time, new members receive guidance from a New Member Educator\/Dean\u2014a current member who leads and prepares<\/p>\n<p>them for full initiation and active participation in the organization. The title of this position can vary by chapter\/organization and\/or governing council.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-v\" class=\"wp-block-heading\"><strong>Article V.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Recruitment\/Intake Policies            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 5.01 Recruitment\/Intake Timing<\/h3>\n<p>Chapters\/organizations must participate in recruitment\/intake during dates established by their governing council executive board. Recruitment\/intake dates must be approved by Greek Life.<\/p>\n<h3>Section 5.02 Eligibility and Prohibited Practices<\/h3>\n<p>Chapters\/organizations may only recruit students who meet the membership requirements as stated in Section 3.01 and during the approved recruitment\/intake period. Chapters\/organizations that recruit and\/or initiate students outside the designated period, who are not properly listed on their respective rosters submitted to Greek Life, and\/or students who do not meet the membership requirements will be referred to Community Standards for violating these policies and may face additional sanctions as determined by the chapter\u2019s\/organization\u2019s inter\/national organization, the respective governing council executive board, and Greek Life. Engaging in practices commonly referred to as \u201cghost pledging\u201d which include but are not limited to extending membership offers to students who do not meet eligibility requirements, and\/or engaging in practices commonly referred to as \u201cdirty rushing,\u201d which include, but are not limited to making membership promises outside of the approved recruitment period and membership requirements, are strictly permitted.<\/p>\n<h3>Section 5.03 New Member Process Timeframe<\/h3>\n<p>The new member process may only occur while the University is in session, may not exceed six (6) weeks in length, and must conclude by the Greek Life established deadline. New member education activities may not take place during periods when classes are not in session, including academic breaks. Additionally, new member education activities may not take place in off campus locations, except for Syracuse University recognized official chapter houses or other University-approved spaces. For Interfraternity Council (IFC) and Panhellenic organizations, the six (6)-week new member process begins on Bid Day and must conclude no later than six (6) weeks thereafter.<\/p>\n<h3>Section 5.04 Recognized Organizations Only<\/h3>\n<p>Only chapters\/organizations recognized by Syracuse University may recruit and initiate members. Students affiliated with unrecognized organizations will be referred to Community Standards as outlined in the Chapter\/Organization Recognition section of this Handbook.<\/p>\n<h3>Section 5.05 Required Officer Trainings<\/h3>\n<p>Executive board members, including but not limited to chapter presidents, vice presidents, recruitment, social, and new member education chairs, are required to attend annual trainings, as well as any other trainings\/meetings as designated by their organizational executive board, respective governing council, and\/or Greek Life staff.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-vi\" class=\"wp-block-heading\"><strong>Article VI.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Guidelines for New Member Presentations            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 6.01 General Guidelines<\/h3>\n<p>All fraternities and sororities at Syracuse University must adhere to the following guidelines when presenting new members post-membership intake process to the campus community:<\/p>\n<h3>Section 6.02 Greek Life Communications<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Greek Life staff must have the presentation information on file when filing intake documentation at the beginning of the semester. If the presentation date changes, organizations must notify Greek Life staff of the updated date, time, and location of the show no less than two weeks in advance.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Presentation shows are not to be scheduled at the same time as:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Greek Life scheduled programming i.e., chapter\/organization leadership retreats, Greek Life keynote speaker, etc.;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Tradition weekends (e.g., Homecoming, Family Weekend, CBT etc.);<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>MGC, NALFO, and NPHC council events<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>An event registration must be on file with Greek Life detailing the event and its attendees at least three (3) business days prior to the new member presentation.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>A Greek Life staff member must be in attendance for the entirety of the new member presentation. The host chapter\/organization is responsible for verifying the timeframe of the show and will work within the schedule of the staff member.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>If an organization decides to cancel a show, the chapter\/organization\u2019s Greek Life coach must be notified via email within 24 hours of the decision.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>The host chapter\/organization must secure an inclement weather (45 degrees or below, snow, rain) location for every new member presentation.<\/p>\n<h3>Section 6.03 Show Guidelines<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The presentation of new members must take place no more than ten (10) business days after the members have been initiated into the organization (per the registered initiation date submitted at the beginning of the semester).<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>The duration of the presentation must be no longer than one hour in total.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Shows must not be scheduled to begin after 9:00pm and must start within 10 minutes of the scheduled and advertised time.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Chapters\/organizations whose presentations are delayed beyond the established grace period may be subject to fines or cancellation of the presentation at the discretion of the Council and\/or Council Advisor.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Following the show, all members, guests, and home institution members of the presenting organization must vacate the area within 20 minutes.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Failure to vacate space will result in referral to council standards board. The presenting organization will be responsible for ensuring the site is left in its original state after use, removing any litter left by guests.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>The presentation must be moved to an inclement weather location if it is raining, snowing, and\/or the outside temperature is 45 degrees or below or other factors as determined by Greek Life.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">8.<\/span><span>\u00a0<\/span>The presentation of new members cannot take place after the last Friday of the week of academic classes.<\/p>\n<h3>Section 6.04 Event Regulations<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>No excessive use of profanity or derogatory comments will be tolerated in speeches, chants, or music before, during, or after the new member presentation. This includes lyrics of neophyte-created songs.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>No active members, alumni, attendees, or honored guests are to be present in the vicinity under the influence of alcohol or drugs.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>The Syracuse University chapter\/organization is responsible for all guests, and those who demonstrate intoxication will be subject to removal by the Department of Public Safety (DPS).<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Absolutely no abuse will be tolerated. This includes, but is not limited to:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Slapping<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Kicking<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Punching<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Pushing<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>Verbally or psychologically abusive language including degrading comments, profanity, insults, etc.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>No references to hazing and\/or other illegal activities.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Disruptions by other attending organizations will not be tolerated. This includes but is not limited to walking through the presenters\u2019 show, etc.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Chants\/sayings\/songs will not allude to any other Greek organization, individual, or student group in a disparaging manner or using profanity.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>All actions of the organization and new members must adhere to the Student Conduct Code and Greek Life Policies. Violation of these guidelines could result in a referral to the council standards board or Community Standards or other sanctions as determined by Greek Life.<\/p>\n<h3>Section 6.05 Scheduling<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>All organizations conducting intake must complete the following steps for the new member presentation:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Schedule and attend a MANDATORY in-person meeting with the Greek Life Coordinator.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>To schedule this meeting please email Marissa Madonna at mlmadonn@syr.edu<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Presentations will be booked in the order they are received.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>During this meeting, the following topics will be discussed:<\/p>\n<p>Presentation date<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Start and end times<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>Locations: use \u2018Cuse Activities to secure locations both outdoor and indoor (as weather back up in accordance with policy)<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>Blackout dates are as follows: holidays, Sundays, large-scale Dome events (concerts, Monster Jam, sporting events that anticipate large crowds), finals week, University breaks, and campus closures.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">g.<\/span><span>\u00a0<\/span>New member presentations must occur no later than the last Friday of the final week of academic classes.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">h.<\/span><span>\u00a0<\/span>The Greek Life Coordinator will maintain a formal calendar of approved presentations, overseen by Greek Life.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Any changes to scheduled presentations must be coordinated through Greek Life.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">j.<\/span><span>\u00a0<\/span>New member presentations will NOT be approved until the meeting Greek Life is complete and official confirmation is received.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">k.<\/span><span>\u00a0<\/span>A maximum of two (2) new member presentations may occur on the same day, and they must be scheduled at least two (2) hours apart.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">l.<\/span><span>\u00a0<\/span>Organizations must register their new member presentations on \u2018Cuse Activities at least three (3) business days in advance.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">m.<\/span><span>\u00a0<\/span>Councils are not authorized to modify new member presentation dates and times after approval.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">n.<\/span><span>\u00a0<\/span>Because multiple organizations are coordinating presentations within the same overall timeframe, scheduling conflicts or overlaps between organizations&#8217; chosen dates may occur. In addition, Syracuse University is committed to promoting an environment that fosters respect for the dignity and rights of all community members. Consistent with this commitment, the University will not tolerate hazing activities engaged in by any individuals, groups, teams, or recognized student organizations. Definitions: Hazing is punishable as a crime under New York State Law as follows:<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>New York Penal Law 120.16; Hazing in the First Degree: A person is guilty of hazing in the first degree when, in the course of another person\u2019s initiation into or affiliation with any organization, he intentionally or recklessly engages in conduct, including, but not limited to, making physical contact with or requiring physical activity of such other person, which creates a substantial risk of physical injury to such other person or a third person and thereby causes such injury.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>New York Penal Law 120.17; Hazing in the Second Degree: A person is guilty of hazing in the second degree when, in the course of another person\u2019s initiation or affiliation with any organization, he intentionally or recklessly engages in conduct, including, but not limited to, making physical contact with or requiring physical activity of such other person, which creates a substantial risk of physical injury to such other person or a third person.<\/p>\n<p>In addition, Syracuse University defines hazing as any intentional, knowing, or reckless act, committed by an individual or group, against another person(s) that:<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Is carried out in connection with an initiation into, affiliation with, or continued membership in any student organization (e.g., a club, athletic team, fraternity, or sorority); and<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Causes or creates a risk, above the reasonable risk encountered during participation in the institution of higher education or the organization (such as the physical preparation necessary for participation in an athletic team), of physical or psychological injury, including, but not limited to:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>whipping, beating, striking, branding, electronic shocking, placing of a harmful substance on someone\u2019s body, or similar activity;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>causing, coercing, or otherwise inducing sleep deprivation, exposure to the elements, confinement in a small space, extreme calisthenics, or other similar activity;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>causing, coercing, or otherwise inducing another person to consume food, liquid, alcohol, drugs, or other substances;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>causing, coercing, or otherwise inducing another person to be subject to or participate in acts of shame, humiliation, degradation, or that are lewd or obscene;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>causing, coercing, or otherwise inducing another person to alter their physical appearance (e.g., shaving heads);<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>causing, coercing, or otherwise inducing another person to be socially isolated;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">g.<\/span><span>\u00a0<\/span>causing, coercing, or otherwise inducing another person to perform sexual acts;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">h.<\/span><span>\u00a0<\/span>causing, coercing, or otherwise inducing another person to perform acts of servitude;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>any activity that places another person in reasonable fear of bodily harm using threatening words or conduct;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">j.<\/span><span>\u00a0<\/span>any activity against another person that includes a violation of the Student Conduct Code, criminal violation of local, state, tribal, or federal law; and<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">k.<\/span><span>\u00a0<\/span>any activity that induces, causes, or requires another person to perform a duty or task that involves a violation of the Student Conduct Code, criminal violation of local, state, tribal, or federal law. The alleged willingness or consent of the person(s) involved is not a defense, nor are claims based on \u201ctradition\u201d or \u201cbonding\u201d accepted as justification for such conduct. Participation in the planning or preparation for hazing activities shall also be considered a violation of University policy. Student Leaders who have knowledge of hazing activities within their organization have a responsibility to immediately report such actions to Community Standards and\/or the Department of Public Safety pursuant to Section 18 of the Student Conduct Code. Sanctions: Hazing poses substantial risks to the safety and well-being of individual students and the University community. As such, violations of this policy and Section 4 of the Student Conduct Code will result in referral to Community Standards and possible disciplinary action which<\/p>\n<p>may include, but not be limited to, any or all of the following: suspension or expulsion from the University, loss of University recognition and privileges, referral to law enforcement, participation in educational programs, and other educational or remedial action appropriate to the circumstances. It must be in the amount of $1,000,000 per occurrence, $2,000,000 aggregate, name Syracuse University as an additional insured, and use the following language in the certificate:<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>\u201cSyracuse University is hereby declared to be an additional insured under the terms of this policy. This insurance will not be canceled, non-renewed, or modified without thirty (30) business days written notice to Greek Life at Syracuse University.\u201d<\/p>\n<h3>Section 8.02 Required Coverage Provisions<\/h3>\n<p>All fraternity\/sorority insurance policies must cover incidents of assault, battery, and sexual misconduct.<\/p>\n<h3>Section 8.03 Timeframe to Obtain Coverage<\/h3>\n<p>If a chapter\/organization does not have the required coverage, they will have thirty (30) business days from notification to update their insurance to the appropriate coverage.<\/p>\n<h3>Section 8.04 Maintaining a Current Certificate<\/h3>\n<p>Each recognized fraternity and sorority is responsible for maintaining a current Certificate of Insurance (COI) on file with Greek Life. Chapters must ensure there is no lapse in coverage. Any lapse, expiration, or failure to provide an updated COI may result in the immediate suspension of all chapter programming and activities until a valid COI has been received and approved by Greek Life. Chapters\/organizations are responsible for maintaining a current Certificate of Liability Insurance on file throughout the academic year.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-ix\" class=\"wp-block-heading\"><strong>Article IX. <\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Expectations for Fraternities and Sororities with Official Chapter\/Organization Facilities            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 9.01 Facilities as Separate Entities<\/h3>\n<p>Official chapter\/organization facilities are separate entities from Syracuse University.<\/p>\n<h3>Section 9.02 Housing Agreements<\/h3>\n<p>Fraternity and sorority housing agreement stipulations are separate from Syracuse University.<\/p>\n<h3>Section 9.03 Housing Agreement Questions<\/h3>\n<p>If a chapter\/organization member has any questions or concerns regarding their fraternity\/sorority housing agreement, they must contact the fraternity\/sorority advisory board or housing corporation. The University and Greek Life cannot assist members with housing agreement issues.<\/p>\n<h3>Section 9.04 Fire, Safety, and Health Codes<\/h3>\n<p>All official chapter\/organization facilities must meet all local fire\/safety\/health codes and standards.<\/p>\n<h3>Section 9.05 Semesterly Fire Inspections<\/h3>\n<p>Official chapter\/organization facilities must have completed and passed a fire inspection with the Syracuse Fire Department and provide proof of passing to Greek Life staff every semester (required documentation due by September 30 and February 28).<\/p>\n<h3>Section 9.06 Events Pending Inspection<\/h3>\n<p>Chapters\/organizations that have not passed the semesterly fire inspection that semester may not host any events at the chapter\/organization facility until the chapter\/organization has provided documentation it has passed the fire inspection.<\/p>\n<h3>Section 9.07 Scheduling Inspections<\/h3>\n<p>It is the fraternity and sorority\u2019s responsibility to schedule these inspections with the Syracuse Fire Department.<\/p>\n<h3>Section 9.08 Snow and Ice Removal<\/h3>\n<p>If chapters\/organizations are hosting an event (council or chapter\/organization) at their chapter\/organization facility, all sidewalks in front of chapter\/organization facility and steps leading up to chapter\/organization facility must be reasonably shoveled and salted when there is snow outside or temperatures are below freezing.<\/p>\n<h3>Section 9.09 Noise Control Ordinance<\/h3>\n<p>All events are subject to the City of Syracuse Noise Control Ordinance<\/p>\n<h3>Section 9.10 Event Registration<\/h3>\n<p>All events held at official chapter\/organization facilities must be registered through Greek Life and\/or the chapter\/organization\u2019s governing council executive board\u2019s event registration process.<\/p>\n<h3>Section 9.11 Responsibility for Guests<\/h3>\n<p>Chapters\/organizations and chapters\/organization members are responsible for the behavior of their guests, which include any individual attending a social event hosted\/sponsored by the chapter\/organization.<\/p>\n<h3>Section 9.12 Informing Guests<\/h3>\n<p>Chapter\/organization members are responsible for informing all guests of University policies and local laws.<\/p>\n<h3>Section 9.13 Meal Plans<\/h3>\n<p>If a fraternity\/sorority requires a purchase of meal plan through the inter\/national headquarters, this does not absolve the student from purchasing any required Syracuse University meal plan. Students who have questions or concerns about chapter meal plans should contact their inter\/national headquarters and\/or housing corporations.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-x\" class=\"wp-block-heading\"><strong>Article X.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Housing Exemption Process            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 10.01 Introduction<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>There is a shared responsibility between social fraternity and sorority chapters\/organizations and Syracuse University to support the financial stability of these organizations.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>It is the responsibility of the chapter\/organization to require living in their chapter\/organization house and to fill all available beds or individual living spaces throughout the academic year.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Recognizing this shared responsibility, Syracuse University created the housing exemption process to assist chapters\/organizations in meeting their financial obligations of operating a chapter\/organization house.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>This process allows qualified rising sophomore members of recognized social fraternity and sorority chapters\/organizations to be exempt from the two (2)- year University residency requirement, provided these individuals commit to living in the fraternity or sorority chapter\/organization house for one (1) full academic year and meet all deadlines as outlined by Greek Life and Housing, Meal Plan and I.D. Card Services.<\/p>\n<h3>Section 10.02 Eligibility to Receive Exemptions<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>To be eligible to receive a housing exemption, all the following requirements must all be satisfied:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>The chapter\/organization house must be a Syracuse University approved official chapter house. These requirements include: These requirements include:<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Be officially zoned for such occupancy by the City of Syracuse;<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">ii.<\/span><span>\u00a0<\/span>Be recognized as an official chapter house by the respective inter\/national organization;<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">iii.<\/span><span>\u00a0<\/span>Pass all required fire and safety inspections as determined and required by the City of Syracuse Fire Department;<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">iv.<\/span><span>\u00a0<\/span>Be owned, operated, and\/or managed by a housing corporation or inter\/national organization; and<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">v.<\/span><span>\u00a0<\/span>Be in the Planned Institutional District or a contiguous location consistent with local zoning and occupancy laws\/regulations.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Only initiated undergraduate members in good standing may reside in the chapter\/organization house. Graduate students may only live in the house if they are serving as a house director.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>The student(s) identified for a housing exemption by the chapter\/organization must be:<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Currently registered at the University;<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">ii.<\/span><span>\u00a0<\/span>A properly initiated member of the chapter\/organization;<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">iii.<\/span><span>\u00a0<\/span>Hold a minimum cumulative GPA of at least 2.5, and<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">iv.<\/span><span>\u00a0<\/span>Be in good conduct standing with the University.<\/p>\n<h3>Section 10.03 Housing Exemption Processes<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The housing exemption process is for current first-year students who currently live in the University housing and are seeking to live in chapter\/organization house during their sophomore year.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>Rising sophomore members should never assume that they will be granted a housing exemption; therefore, chapters\/organizations should advise rising sophomore members that they should complete the housing assignment application coordinated by Housing, Meal Plan, and I.D. Card Services for the upcoming academic year. Those individuals who are granted a housing exemption will be permitted to cancel their housing agreement.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>In February, chapter\/organization presidents are required to attend a housing exemption information meeting where they are notified of the housing exemption policy and process and are provided with the necessary information to submit a request for housing exemptions.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>A list of names, SUID numbers, and University email addresses must be submitted to Greek Life by the date stipulated at the exemption meeting. It is the responsibility of the chapter\/organization president and house manager to submit only the names of those students who meet the minimum GPA requirements. Any incorrect information submitted by the chapter\/organization will result in the chapter\/organization not being eligible for housing exemptions.<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>There is no appeal process and no waitlist.<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">ii.<\/span><span>\u00a0<\/span>All names are final upon submitting list; no substitutions and\/or late submissions will be accepted.<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">iii.<\/span><span>\u00a0<\/span>All exemptions must be submitted in the spring for the full upcoming academic year.<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">iv.<\/span><span>\u00a0<\/span>If a student has already accepted their housing exemption but decides not to live in the house, it will be the chapter\u2019s responsibility to fill the spot with someone who is eligible to live in (i.e., a junior or senior). No exceptions will be made.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Community Standards will review members whose names were submitted for exemption to ensure that they are in good conduct standing. Students submitting their names for exemption understand and acknowledge that their conduct status\/standing will be shared with Greek Life for the purpose of determining eligibility for an exemption.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>Members whose names were submitted will be contacted by Housing, Meal Plan, ID Card Services with further instructions regarding their exemption.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>Each student named is required to confirm their housing exemption status within their Housing Portal, managed by Housing, Meal Plans, and ID Card Services. Students who accept their exemption will be removed from the housing lottery process and are released from their residency requirement obligation, so long as they are living within their chapter house. Students who decline their exemption, students who accept their exemption but later select on-campus housing, or students who fail to complete their form confirming their exemption, are required to fulfill the obligation of their residency requirement. Failure to confirm their exemption within the deadline does not waive their requirements under the Terms and Conditions of Student Housing.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">g.<\/span><span>\u00a0<\/span>Chapters cannot require members to submit a deposit or sign an agreement to live in the chapter facility until the exemption process is complete.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">h.<\/span><span>\u00a0<\/span>Syracuse University reserves the right to modify or terminate this program at any time.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-xl\" class=\"wp-block-heading\"><strong>Article XI.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Social Event Policies            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 11.01 Definition of Social Events<\/h3>\n<p>Chapter\/organization social events are defined as, but are not limited to, the following:<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Events for which information about the event was announced at a chapter\/organization meeting, posted to the chapter\/organization\u2019s social media, emailed to chapter\/organization distribution list, and\/or sent out via text message, social media, or via other applications that send messages to the chapter\/organization members.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Events which are hosted at a chapter\/organization house and\/or off-campus property which is owned, leased, or rented by the organization and\/or its members.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Events that are attended by a substantial number of members of the chapter\/organization are attended.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Any event which a reasonable observer would associate with a fraternity or sorority chapter\/organization.<\/p>\n<h3>Section 11.02 Event Registration<\/h3>\n<p>Chapters\/organizations are required to register all events through the \u2018Cuse Activities Event Registration process at least five (5) business days in advance of the event.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The designated governing council executive board officer will review chapter\/organization\u2019s event in \u2018Cuse Activities before forwarding to the respective Greek Life coach for final review and approval\/denial.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Lists of registered events at official chapter houses will be sent out to the respective governing council, Community Standards, and the Department of Public Safety.<\/p>\n<h3>Section 11.03 Ticketed Events<\/h3>\n<p>If a chapter\/organization is hosting an event where tickets are sold through the SU Box Office and have sold fewer than twenty-five (25) tickets (excluding comp tickets), they must postpone or cancel the event within twenty-four (24) hours of the event.<\/p>\n<h3>Section 11.04 Good Standing Requirement<\/h3>\n<p>The chapter\/organization must be in good standing with the University and must be a recognized student organization per University and Greek Life policies.<\/p>\n<h3>Section 11.05 Chapter\/Organization Advisors and House Directors<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The chapter\/organization MUST have a chapter\/organization advisor.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>This advisor must be in good standing within the inter\/national organization and recognized by the inter\/national organization as the chapter\/organization advisor.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>The chapter\/organization advisor must be at least two (2) years removed from their undergraduate experience, and this person must be able to attend Greek Life advisor meetings.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Advisors should be familiar with these policies and with the chapter\u2019s inter\/national risk policies and should report serious concerns to Greek Life.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Where an official facility has a live-in house director or is overseen by a house corporation, that individual or body is expected to support safety oversight of the facility and to serve as a point of contact for facility-related concerns.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Current advisor(s) contact information and, where applicable, house director and\/or house corporation contact information must be listed on the chapter\/organization\u2019s current roster on file with Greek Life and updated promptly following any change.<\/p>\n<h3>Section 11.06 Fire Inspection Certificate<\/h3>\n<p>The chapter\/organization and\/or provider of the premises must have an up-to-date fire insurance\/inspection certificate from the Syracuse Fire Department.<\/p>\n<h3>Section 11.07 Noise Control and Outdoor Parties<\/h3>\n<p>All events are subject to the City of Syracuse Noise Control Ordinance. Outdoor parties at official chapter houses must have approval from the house\u2019s landlord, licensed and insured security, approval from the council advisor and end by 10PM. Events with over 350 attendees are subject to City of Syracuse permitting regulations.<\/p>\n<h3>Section 11.08 Proof of Insurance<\/h3>\n<p>The chapter\/organization must have a current proof of insurance on file with Greek Life.<\/p>\n<h3>Section 11.09 Event Timing and Duration<\/h3>\n<p>Regulations for event occurrence<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Events may not occur on or after the last day of class for the fall and spring semesters or during University breaks (i.e., fall break, winter break, and summer break). Chapters\/organizations seeking to hold events prior to the start of classes must have Greek Life approval.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Indoor events that occur on Sunday, Monday, Tuesday, and Wednesday nights must end by 11:30PM and may be no longer than three (3) hours in duration.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Indoor events that occur on Thursday, Friday and Saturday night must end by 2AM and may be no longer than four (4) hours in duration.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Outdoor events must end by 10PM as noted above.<\/p>\n<h3>Section 11.10 Event Manager Training<\/h3>\n<p>The chapter\/organization President, Vice President, Judicial Officer, and Social Chair must participate in their council\u2019s event manager training to host\/co-host social events of any kind (party, presentation to campus show, concert, etc.).<\/p>\n<h3>Section 11.11 Unregistered Events<\/h3>\n<p>Chapters\/organizations that host or attend an unregistered event and\/or chapter\/organization\/members attending an unregistered event will face disciplinary action. This may include the immediate revocation of social privileges and sanctions from their respective governing council. Further sanctions could involve placing the chapter\/organization on social probation, referral to Community Standards, or other sanctions determined by Greek Life.<\/p>\n<h3>Section 11.12 Right to Deny or Cancel<\/h3>\n<p>Greek Life reserves the right to deny or cancel any social event at any time.<\/p>\n<h3>Section 11.13 Decorations<\/h3>\n<p>Decorations must meet all fire code regulations. Decorations which include bias, derogatory, or discriminatory words, phrases, or imagery are not permitted.<\/p>\n<h3>Section 11.14 Prohibited Content, Themes and Representations<\/h3>\n<p>No theme, event name, symbol, costume, decoration, performance, ceremony, banner, poster, signage, display, image, message, or other representation used in connection with a Greek-letter organization, including but not limited to parties, social events, philanthropy events, community service events, recruitment or initiation events, apparel, merchandise, advertisements, invitations, social media posts, and other promotional or digital content, may discriminate against, demean, mock, ridicule, caricature, stereotype, or otherwise disparage an individual or group based on an actual or perceived protected characteristic under applicable law or University policy, including creed; ethnicity; citizenship status; reproductive health<\/p>\n<p>decisions; national origin; shared ancestry; sex; gender; pregnancy; disability; marital status; political or social affiliation; age; race; color; veteran status; military status; religion; sexual orientation; domestic violence status; genetic information; gender identity; gender expression or perceived gender; or any other status protected by applicable law or University policy. This prohibition applies regardless of the format or platform through which the organization is represented, including in-person events, printed or physical materials, and online or digital content. Themes, names, images, or other representations that rely on degrading or stereotypical portrayals of a group, identity, or culture are also prohibited under this policy, and may also violate the Student Conduct Code and the Syracuse University Anti-Harassment Policy.<\/p>\n<p>This section applies to content created, sponsored, approved, distributed, displayed, worn, posted, performed, or promoted by a Greek-letter organization or by members acting on behalf of or representing the organization. A lack of intent to offend or discriminate does not excuse content that otherwise violates this section.<\/p>\n<p>Greek Life may require a Greek-letter organization to modify, remove, discontinue, or prohibit any content, theme, or representation that is inconsistent with this section or University policy. Failure to comply with such a directive may result in referral to Community Standards.<\/p>\n<h3>Section 11.15 Maximum Occupancy<\/h3>\n<p>The maximum number of attendees cannot exceed fire safety regulations for the room in which the party is being held, including chapter\/organization members.<\/p>\n<h3>Section 11.16 Neighbor Notification<\/h3>\n<p>Chapters\/organizations should inform their neighbors they are hosting an event, including day and time, and must handle complaints from neighbors and police in a cooperative and respectful manner.<\/p>\n<h3>Section 11.17 Entrance and ID Checks<\/h3>\n<p>Chapters\/organizations must designate one (1) clearly defined entrance where IDs are checked, and guests are signed in. There must be a minimum of one (1) event manager per chapter\/organization checking IDs for events with multiple chapters\/organizations present.<\/p>\n<h3>Section 11.18 Guests Under 18<\/h3>\n<p>Anyone under the age of 18 will not be admitted unless they are a Syracuse University\/SUNY ESF student and have a valid SUID.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Syracuse University\/SUNY ESF students, regardless of age, cannot bring someone under 18 as a guest to a fraternity\/sorority event, and the expectation is the Syracuse University\/SUNY ESF student, and their guest be turned away.<\/p>\n<h3>Section 11.19 Sign-in Requirement<\/h3>\n<p>Guests and attending chapter\/organization members must sign in at the entrance and show a valid SU\/SUNY ESF ID.<\/p>\n<h3>Section 11.20 Compliance Monitoring<\/h3>\n<p>Council officers will monitor compliance with social event policies during social events. Immediate access to facilities is required. Event managers are expected to meet council officers at the entrance door to the facility and walk the officers around the social event. Event managers, servers, and chapter\/organization executive board members are required to provide any information related to the safety of the event as requested by the council officers. Additionally, chapter\/organization members and event attendees are expected to comply with any requests made by the council officers related to the safety and security of the social event. Event managers and servers are required to have their government issued identification available to show council officers if requested.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Council officers have the right to inspect any part of the premises where guests are during the social event including but not limited to spaces on the main floor of a house, basement, and upstairs spaces if guests are in them.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Greek Life advises chapters\/organizations to clearly mark the areas of the social event if the entire facility is not open to event attendees.<\/p>\n<h3>Section 11.21 Impaired Guests<\/h3>\n<p>The hosting chapter\/organization has the exclusive right and responsibility to deny admittance to anyone impaired by alcohol and other drugs.<\/p>\n<h3>Section 11.22 Guest Ratio and Invitations<\/h3>\n<p>Attendance by non-members at any event must be by invitation only, and the chapter\/organization must use their council sign-in system.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Attendance at events is limited to a 3:1 maximum guest-to-member ratio and must not exceed local fire or building code capacity of the chapter\/organization premises or host venue.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>If a chapter\/organization\u2019s inter\/national policies require a guest-to-member ratio of fewer than 3:1, the chapter\/organization is required to follow their inter\/national policy.<\/p>\n<h3>Section 11.23 Philanthropy\/Service Events<\/h3>\n<p>Philanthropy\/community service events (regardless of location) must NOT involve alcohol and must be registered and approved.<\/p>\n<h3>Section 11.24 Co-hosted Events<\/h3>\n<p>If a chapter\/organization is co-hosting an event with another chapter\/organization, then both presidents must be present for the entirety of the event for all registered events.<\/p>\n<h3>Section 11.25 Policies for Events with Alcohol<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>For any activity or event sponsored, co-sponsored, or endorsed by the chapter\/organization, including those that occur on or off chapter\/organization premises during which alcohol will be served:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>No person under the legal drinking age may possess, consume, provide, or be provided with alcoholic beverages.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Chapters\/organizations may not sell or charge for alcohol. This is a violation of the Student Conduct Code and NYS Liquor law because chapters\/organizations do not have a liquor license.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>To host a registered social event with alcohol and to sponsor\/co-sponsor social events of any kind (party, presentation to campus show, concert, etc.), the chapter\/organization President, Vice President (2nd officer in charge), Standards Officer, Social Chair, and servers must participate in Event Manager Training. Proof of attendance must be on file with Greek Life.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Participating chapter(s)\/organization(s) must designate at least two (2) servers. Servers must be 21 years of age or older and with membership in their chapter\/organization for a minimum of one (1) year. Servers are prohibited from consuming alcohol before or during events at which they are designated as servers and must participate in NYS Alcohol Training and Awareness Program (ATAP).<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>Alcoholic beverages must either be provided on a per drink basis limiting selections to standard drinks or brought by individual members and guests through a \u201cbring your own beverage\u201d (\u201cBYOB\u201d) system.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>Chapters\/organizations hosting a BYOB event may allow guests to bring a maximum of four (4) canned beverages, none of which can exceed 5% ABV. Containers cannot exceed twelve (12) ounces.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">g.<\/span><span>\u00a0<\/span>If a third-party vendor sells or provides alcoholic beverages, they must be provided or sold on a per-drink basis. The third party must be licensed and insured (e.g., restaurant, bar, caterer, etc.) who is NYS Alcohol Training and Awareness Program (ATAP) trained and certified with limiting selections to standard drinks.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">h.<\/span><span>\u00a0<\/span>Common\/open sources of alcohol, including bulk quantities, not served by a licensed and insured third party vendor, are strictly prohibited (amounts of alcohol greater than what a reasonable person should consume over the duration of an event). Examples of prohibited common\/open sources of alcohol may include large containers of mixed drinks, unattended kegs, and \u201cjungle juice.\u201d<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">i.<\/span><span>\u00a0<\/span>Chapters\/organizations must establish one (1) clearly defined area where alcohol is collected and distributed to the event guests who brought it. If a fraternity and sorority chapter\/organization would like to separate their BYOB alcohol distribution centers, and the facility affords enough space to do so, they may follow through and indicate both clearly defined service areas on the event registration form. Upon arrival, each guest must give their name and their alcohol to the server at the alcohol distribution location.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">j.<\/span><span>\u00a0<\/span>Guests may only retrieve alcohol from the designated serving area.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">k.<\/span><span>\u00a0<\/span>Chapters\/organizations are responsible for disposing of any remaining alcohol immediately after the event is concluded.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">l.<\/span><span>\u00a0<\/span>The chapter\/organization must provide water and snacks for guests at the event. This station must be clearly identifiable and in a common location where all guests can access the food as well as the water.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">m.<\/span><span>\u00a0<\/span>No members, collectively or individually, shall purchase, serve to, or sell alcoholic beverages to any minor (i.e., those under legal drinking age).<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">n.<\/span><span>\u00a0<\/span>Any event or activity related to the new member joining process (e.g., recruitment, intake, rush, etc.) must be substance-free. No alcohol or<\/p>\n<p>FEDERALLY ILLEGAL drugs (marijuana\/cannabis) may be present if the event or activity is related to new member activities, meetings, or initiation into an organization, including but not limited to \u201cbid night,\u201d \u201cbig\/little\u201d events or activities, \u201cfamily\u201d events or activities, and any rituals or ceremonies of any kind regardless of the age of the participants.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">o.<\/span><span>\u00a0<\/span>Chapters\/organizations that violate any of these policies may be referred to Community Standards for violations of the Student Conduct Code.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">p.<\/span><span>\u00a0<\/span>Hosting social events is a privilege. Alleged violation of these policies may result in referral to the appropriate governing council executive board and\/or Community Standards and may result in the immediate suspension of an organization\u2019s registered social event privileges for the purpose of protecting the safety or well-being of chapter\/organization members or other members of the University community as determined by the Executive Director of Student Engagement or their designee.<\/p>\n<h3>Section 11.26 Drugs and Controlled Substances<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The unlawful possession, use, manufacture, distribution, or sale of illegal drugs or controlled substances, and the misuse of prescription medication, are prohibited at all chapter\/organization activities, events, and facilities.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Although recreational cannabis is legal for adults age 21 and older under New York State law, cannabis remains prohibited on University property and at University-registered events, consistent with federal law and University policy. Cannabis may not be present, used, or distributed at chapter\/organization events or in official chapter houses.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>No event may involve the provision, sale, or encouragement of drugs. The presence of drugs at a registered event is grounds for immediate shutdown of the event and disciplinary action against the hosting chapter\/organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>The Medical Amnesty provisions in Section 11.27 apply to drug-related medical emergencies. Members are expected to call for help without delay.<\/p>\n<h3>Section 11.27 Medical Amnesty<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The Medical Amnesty Policy is outlined in Part 12 of the Student Conduct System Handbook.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Syracuse University encourages all community members to care for themselves and others. Therefore, when a student or student organization initiates help from a campus or community resource for medical assistance related to alcohol and other drugs, the health and safety of the student at risk will be the University\u2019s priority.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>The student receiving medical assistance, and the student(s) or student organization who called for help, will not be referred to Community Standards for alleged violations of alcohol and other drug policies if the following apply:<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>The students involved cooperate with staff and first responders by providing honest and complete answers to their questions; and<\/p>\n<p class=\"policy-list-item level-3\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>The students involved meet with a member of Student Outreach and Support for a follow-up non-disciplinary (educational) meeting.<\/p>\n<p>Student Outreach and Support will reach out to students involved to set up a time to meet.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Failure to meet the two (2) requirements above may result in a referral to Community Standards.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>A student receiving medical assistance, and the student(s) or student organization who initiates help, are eligible to use the Medical Amnesty Policy on more than one occasion. However, repeated use of the policy may be a cause of higher concern for an individual\u2019s wellbeing. Students involved in repeated use of this policy may be referred to the Barnes Center at the Arch for evaluation or Community Standards for possible conduct violations depending upon the relevant circumstances, in the judgment of the Dean of Students or designee.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>The Medical Amnesty Policy only extends to situations in which medical assistance is sought for substance-related concerns (alcohol and other drugs) and does not prevent referral to Community Standards for other possible violations of the Conduct Code.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>For information on amnesty related to reports of sexual assault, sexual harassment, stalking or dating\/domestic violence, see Amnesty for Reporting Students in the Sexual Harassment, Abuse, and Assault Prevention Policy.<\/p>\n<h3>Section 11.28 Health, Wellbeing, and Support Resources<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The fraternity and sorority community supports the physical and mental wellbeing of its members. Members and officers are encouraged to seek help early and to connect peers with support.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Any member may report an incident to, or seek support from, the resources below. The event organizer must submit a Travel Form in \u2018Cuse Activities along with a Formal Attendee List seven (7) business days prior to the event.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Formals outside of Onondaga County must be registered at least sixty (60) business days in advance of the event with Greek Life through the Event Registration Process.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Formals must have a ratio of one-to-one member per guest with a maximum guest list of twice the chapter\/organization membership.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Organizations that plan to use their fundraising account as distributed by Greek Life must have their contract and invoice approved a minimum of ten (10) business days prior to the event. Philanthropy<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Philanthropy is defined as an event or act to raise money or goods for a 501(c)(3) non-profit organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Chapter\/organization and council philanthropy events must be registered at least three (3) business days in advance in \u2018Cuse Activities with Greek Life.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Chapters\/organizations must disclose how much of the proceeds earned will go to the 501(c)(3) non-profit organization on all advertisements, social media, etc. at the time the event is registered.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Greek Life has the right to deny or cancel any philanthropy event.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Chapters\/organizations must submit a letter from the non-profit organization that will receive funds or goods raised.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>All philanthropy events must be alcohol and drug free.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>All philanthropy events must be open to the entire fraternity\/sorority community.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">8.<\/span><span>\u00a0<\/span>Any chapter\/organization wishing to host an eating competition must comply with the following requirements:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>The event must be registered through \u2018Cuse Activities and approved by Greek Life.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>The sponsoring chapter\/organization must meet with its Greek Life coach prior to the event to review event planning, safety requirements, and risk management expectations.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>A certified Syracuse University Ambulance (SUA) EMT must be present for the duration of the competition.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Water must be readily available to all participants.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>Food must be prepared, stored, and served in accordance with all applicable health department regulations and at a safe consumption temperature.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>All participants must sign a University-approved waiver prior to participating.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">g.<\/span><span>\u00a0<\/span>Failure to comply with this policy may result in cancellation of the event, referral to Community Standards, and\/or additional sanctions as deemed appropriate by the Executive Director of Student Engagement or their designee.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">9.<\/span><span>\u00a0<\/span>Philanthropy events may not be advertised or promoted until they receive approval from their governing council executive board and Greek Life.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">10.<\/span><span>\u00a0<\/span>Acts of philanthropy do not count as community service.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">11.<\/span><span>\u00a0<\/span>Chapters\/organizations must provide information and literature related to the 501(c)(3) non-profit organization at the philanthropy event.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">12.<\/span><span>\u00a0<\/span>Unrecognized organizations and their members are not permitted to participate in fraternity\/sorority philanthropy events. If a chapter\/organization does this, they will be referred to Community Standards.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">13.<\/span><span>\u00a0<\/span>Fraternity and sorority members will not wear shirts, jewelry, hoodies, etc. that are affiliated with an unrecognized organization. If fraternity\/sorority members do this, they will be referred to Community Standards.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">14.<\/span><span>\u00a0<\/span>Chapters\/organizations must complete the Philanthropy\/Service form at the end of each semester.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">15.<\/span><span>\u00a0<\/span>Philanthropy events may not occur during Coming Back Together (CBT), Homecoming, or Family Weekend unless it is applicable to the weekend\u2019s official events and with Greek Life. It is advised that chapters\/organizations do not host philanthropy and service events during dates and times of large events in the JMA Wireless Dome (i.e., concerts, Monster Jam, or sporting events where a large crowd is anticipated).<\/p>\n<h3>Section 12.02 Community Service<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Community service is defined as partaking in an activity to provide a service for an organization, cause, or the local community.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Collecting items for an organization or cause is considered philanthropy and not an act of community service.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Chapters\/organizations must complete the Philanthropy\/Service form at the end of each semester.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-xiii\" class=\"wp-block-heading\"><strong>Article XIII.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Return Process for Suspended Chapter\/Organizations            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 13.01 Required Documentation for Return<\/h3>\n<p>Organizations that have been found responsible for violating the Student Conduct Code or other University policies and were suspended from Syracuse University must receive confirmation from the Executive Director of Student Engagement or their designee that the respective council is open to expansion. If approved to move forward, the organization must complete the following to be considered eligible to return from a suspended status: A representative of the inter\/national organization will provide the following documentation prior to return:<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>A detailed statement from the inter\/national headquarters staff overseeing expansion and risk management detailing their understanding of why the chapter\/organization was suspended, and their plan and process to oversee the return of a Syracuse University chapter\/organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Organizational Risk Management Policy.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Organizational Hazing Policy.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Organizational protocol for incidents alleging violations of Syracuse University and\/or inter\/national organization expectations (ex. organizational standards policies and protocols).<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Updated Organizational Insurance Policy.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>A detailed plan for no fewer than five (5) visits from inter\/national headquarters staff during the first year of return.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>Evidence of an actively engaged alumni advisory board that does not include any individuals who were undergraduate members of the chapter\/organization during the four (4) years preceding their suspension.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">8.<\/span><span>\u00a0<\/span>A detailed description of how the probationary chapter\/organization will educate Potential New Members (PNMs) and how the inter\/national headquarters staff and alumni advisory board members will ensure oversight of such activities.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">9.<\/span><span>\u00a0<\/span>New Member Recruitment Timeline (including a description of all planned recruitment activities) that is no longer than four (4) weeks in duration.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">10.<\/span><span>\u00a0<\/span>New Member Education Process and Hazing Education materials to be provided to interested students.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">11.<\/span><span>\u00a0<\/span>Executive Board Training\/Transition Manuals and a detailed plan for training the individuals in these roles, which must include an understanding of the organization&#8217;s previous conduct history.<\/p>\n<h3>Section 13.02 Document Review<\/h3>\n<p>These documents will be reviewed by the Director of Community Standards and the Associate Vice President and Dean of Students (DOS) for approval.<\/p>\n<h3>Section 13.03 Presentation to Greek Life and Council<\/h3>\n<p>Organizations cleared by Community Standards and the Dean of Students may present their expansion plan to Greek Life and the appropriate council for review in accordance with their expansion process policies and procedures. Community Standards and DOS cleared organizations will not automatically rejoin the<\/p>\n<p>community but will participate in the Expansion Process as described in the next section.<\/p>\n<h3>Section 13.04 Post-return Expectations<\/h3>\n<p>Organizations cleared for return\/expansion by both Greek Life and Community Standards will have the following expectations in place:<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Monthly joint meetings with a designated staff member from both Community Standards and Greek Life to support the incoming students of the organization, and to provide guidance on how to navigate protocols and\/or policies at Syracuse University. This will continue through the first recruitment cycle.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>All recruitment events during the chapter\/organization\u2019s first semester post \u2013 return must be held on campus.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Within the first semester of the chapter\/organization being back on campus, they must complete one (1) signature community service project with 80% of their chapter\/organization participating. The chapter\/organization will identify this project and coordinate with Greek Life to ensure compliance with University expectations.<\/p>\n<h3>Section 13.05 Documentation Submission<\/h3>\n<p>Fraternities and sororities may submit the required documentation here.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-xiv\" class=\"wp-block-heading\"><strong>Article XIV.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Expansion Process for New Organizations            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 14.01 Expansion Information Form<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>To begin the expansion or re-chartering process at Syracuse University, the chapter\/organization must receive confirmation from the Executive Director of Student Engagement or their designee that the respective council is open to expansion. If approved to move forward, Greek Life must receive a completed Expansion Information Form. Once Greek Life has received this form, they will notify the submitter of the next steps involved in the expansion and re-chartering process, which can also be found below.<\/p>\n<h3>Section 14.02 Letter of Intent<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Any fraternity or sorority seeking recognition at Syracuse University must file a letter of intent that provides rationale for expanding to Syracuse University. This letter must explain how the organization can fulfill the needs of the University community and how it will be able to differentiate itself from the other chapters\/organizations that are currently recognized. Lastly, the fraternity or sorority should articulate the reasons why the organization will fit well within the selected governing council executive board.<\/p>\n<h3>Section 14.03 Required Documentation<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>A statement and pledge of sponsorship by an established inter\/national organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>A statement of programs and goals including but not limited to academic support, philanthropy development, service initiatives, and membership development.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>The identification of an alumni\/-ae advisor who lives within a four (4) hour radius of campus. Expectations for this advisor are to be outlined.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Recruitment or intake curriculum for the fraternity\/sorority that is no longer than six weeks in length and does not occur when classes are not in session.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>For prospective organizations seeking affiliation with the Professional Fraternity Council: A list of four (4) Syracuse University\/SUNY ESF undergraduate students interested in joining the organization.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>A chapter\/organization\u2019s new member class should reflect a reasonable distribution of class years and should not be composed predominantly of seniors. Greek Life may review New Member Rosters to ensure appropriate class-year representation.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>Students interested in joining the chapter\/organization must meet all eligibility requirements as outlined in Article III.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>A plan of action and timeline for the expansion\/re-chartering including support for the organization by the inter\/national headquarters and alumni; identification of and length of time be present on campus, and functions to be performed by inter\/national, regional, and\/or state staff in support of the process; and the level of support and plan for ongoing consultations and supervision for the chapter\/organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>An outlined risk management policy including but not limited to anti-hazing policies, internal conduct board procedures, risk reduction education, and proof of liability insurance.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">8.<\/span><span>\u00a0<\/span>Source of support from the alumni association for the entity regarding chartering, housing, and financial resources.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">9.<\/span><span>\u00a0<\/span>History of organization, if previously established at Syracuse University.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">10.<\/span><span>\u00a0<\/span>Documentation of a 501(c)(3) tax status by the Internal Revenue Service.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">11.<\/span><span>\u00a0<\/span>Upon receiving the letter of intent and formal documentation, Greek Life will respond in writing to each organization to confirm receipt. After a formal review of all documentation, Greek Life will initiate a discussion with the respective governing council Executive Board regarding the expansion of the prospective group. All documentation must be submitted at least six (6) months in advance.<\/p>\n<h3>Section 14.04 Initial Review<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>The governing council\u2019s executive board discusses expanding in August and January. If it is determined that the expansion\/re-chartering is not advisable during the timeline requested by petitioning organization(s), Greek Life will communicate that decision to the respective organizations. When communicating the decision, Greek Life may propose a later date for expansion\/re-chartering to the petitioning organization(s).<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>If it is determined that expansion\/re-chartering is advisable during the timeline requested by petitioning organization(s), the respective governing council executive board shall extend a formal invitation to the organization(s) to make a formal presentation to its council\u2019s constituents.<\/p>\n<h3>Section 14.05 Formal Presentation Day<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>When invited, an organization shall meet with the leadership of the respective governing board, Greek Life staff. The organization will deliver a formal presentation to the respective council\u2019s constituents.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Following the presentation, the respective council must vote on whether the presenting fraternity\/sorority would be a beneficial addition to the fraternity\/sorority community at Syracuse University. Based on the council\u2019s votes, the council executive board shall make a recommendation to Greek Life for review and approval on whether an invitation for registration as a fraternity\/sorority should be extended to the petitioning organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Once a final decision has been made, all participating petitioning organizations shall be notified in writing, and the selected organization shall be invited to register as a fraternity or sorority at Syracuse University.<\/p>\n<h3>Section 14.06 Requirements<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>A new fraternity\/sorority that registers at Syracuse University through the expansion\/re-chartering process, hereafter referred to as an entity, must complete the following:<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>A one (1) year probationary period with its respective governing council executive board.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>During the probationary period, the entity will have voting privileges in and will be assessed dues as permitted in the council\u2019s bylaws.<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>An entity may not serve on the council\u2019s executive board until they are a chapter\/organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Must complete the fraternity\/sorority registration process in \u2018Cuse Activities by the designated deadline.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>Must participate in their council\u2019s required programming.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">5.<\/span><span>\u00a0<\/span>Maintain consistent active membership of at least four (4) undergraduate members.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">6.<\/span><span>\u00a0<\/span>Must participate in all Greek Life programming (i.e., chapter\/organization Leadership Retreat, Event Manager Training, etc.).<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">7.<\/span><span>\u00a0<\/span>Must meet Greek Life\u2019s administrative expectations (roster submission, new member process forms) by the designated deadlines.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">8.<\/span><span>\u00a0<\/span>If an entity does not meet these requirements, it will remain on probationary status for an additional year. If the probationary organization fails to meet the requirements for its first two (2) years, the entity\u2019s status will be under review by Greek Life and the status may be revoked.<\/p>\n<h3>Section 14.07 Chapter\/Organization Recognition<\/h3>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>Once an entity has completed their probationary period, they will be recognized as a fraternity\/sorority chapter\/organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>After being recognized as a fraternity\/sorority at Syracuse University, a fraternity\/sorority is assumed to be in good standing if the fraternity\/sorority upholds the standards of its inter\/national headquarters, the Student Conduct Code, Greek Life Policies, and all federal, state, and local laws.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>Any violation of standards, policies, and\/or regulations will be remedied through the respective governing council executive board, and\/or Community Standards. While the governing council\u2019s executive board can choose to<\/p>\n<p>recommend that such action be taken by the University, Greek Life reserves the right to stop an expansion process if there is reason to suspect that hazing may occur and\/or the prospective new members may be in any form of mental\/physical danger.<\/p>\n      <\/div>\n    <\/div>\n  <\/div>\n\n\n<h2 id=\"article-xv\" class=\"wp-block-heading\"><strong>Article XV.<\/strong><\/h2>\n\n\n<div role=\"region\" class=\"accordion\">\n      <div class=\"accordion-item border border-gray-light\">\n      <div class=\"accordion-header-text\">\n        <h3 class=\"margin-bottom-0\">\n          <button class=\"accordion-header full-width background-gray-light-30 border-0 margin-0 padding-top-2 padding-bottom-2 padding-left-3 padding-right-3\" aria-expanded=\"false\">\n            Disaffiliation            <div class='accordion-toggle icon-right' class=''>\n              <i class='icon-chevron-right'><\/i>\n            <\/div>\n          <\/button>\n        <\/h3>\n      <\/div>\n      <div class='accordion-content'>\n        <h3>Section 15.01 Disaffiliation Process<\/h3>\n<p>A fraternity or sorority member may choose to disaffiliate from a fraternity and sorority at any time at Syracuse University.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">1.<\/span><span>\u00a0<\/span>To disaffiliate from a fraternity or sorority means that the member wants to permanently remove themselves as a member from the chapter\/organization both at the University and with the inter\/national organization.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">2.<\/span><span>\u00a0<\/span>Students must follow their inter\/national organization\u2019s disaffiliation process.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">3.<\/span><span>\u00a0<\/span>When a member disaffiliates, they are not permitted to do the following with their former chapter\/organization:<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">a.<\/span><span>\u00a0<\/span>May not attend their former chapter\/organization\u2019s events that are not open to the public unless they have clear permission from their former chapter\/organization;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">b.<\/span><span>\u00a0<\/span>May no longer wear any apparel and paraphernalia that is related to their former chapter\/organization;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">c.<\/span><span>\u00a0<\/span>Use or maintain any organizational social media accounts;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">d.<\/span><span>\u00a0<\/span>Access, use, or maintain any organizational financial accounts or funds;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">e.<\/span><span>\u00a0<\/span>May not serve in leadership roles or act on behalf of their former chapter\/organization in any way;<\/p>\n<p class=\"policy-list-item level-2\"><span class=\"policy-marker\">f.<\/span><span>\u00a0<\/span>Failure to comply with these expectations may result in a referral to Community Standards.<\/p>\n<p class=\"policy-list-item level-1\"><span class=\"policy-marker\">4.<\/span><span>\u00a0<\/span>To disaffiliate from a fraternity or sorority, the disaffiliating member must complete the Disaffiliation Form.<\/p>\n<h3>Greek Life Contact Information<\/h3>\n<p>Greek Life, Office of Student Engagement, Syracuse University Office location: 200 Waverly Ave. Suite 230 Schine Student Center | Phone: 315- 443-2718 | Email: greeklife@syr.edu<\/p>\n<h3>Policy Version, Updates &amp; Acknowledgement<\/h3>\n<p>Chapters\/organizations and their members are responsible for reviewing this document in full and remaining current with any updates issued during the 2026\u2013 2027 academic year.
